Objectives

The primary objective of this tender is to invite proposals from interested parties to purchase and beneficiate coal ash at various Eskom power stations, transforming waste ash into marketable products such as cement, bricks, and other applications. The initiative aims to reduce environmental risks and disposal costs, promote job creation, local business development, and support industrialization through ash beneficiation.

Scope

The scope involves:

• Purchasing and beneficiating high-volume dumped ash (40,000 tons and above) from Eskom power stations (Camden, Komati, Grootvlei, Hendrina).
• Loading, transporting, and processing ash to produce market-ready products.
• Ensuring sustainability and compliance with environmental and safety standards.
• Supporting socio-economic development, including job creation and local enterprise engagement.
• Weighing and invoicing ash based on collected quantities supported by weighbridge slips and delivery notes.
• Addressing logistical aspects such as transportation routes, licensing, and approvals for mine backfill or other applications.

Technical Requirements

The technical requirements include:

• Preparation of detailed risk assessments covering all activities during ash beneficiation.
• Compliance with Eskom’s ISO 9001:2015 Quality Management System and relevant quality standards (QM 58 240-105658000).
• Adherence to SHEQ (Safety, Health, Environment, and Quality) policies, including Occupational Health and Safety Act 85 of 1993, environmental legislation, and Eskom’s SHE procedures.
• Provision of necessary SHE documentation, including safety plans, risk assessments, and environmental competency training.
• Implementation of transportation logistics, licensing, and community participation strategies.
• Ensuring that ash beneficiation activities meet environmental and legislative standards, including water testing and permits for mine backfill projects.

Skills and Competency Requirements

The tenderer must demonstrate:

• Proven experience in ash beneficiation, waste management, or related industries.
• Capability to develop and implement SHEQ management systems compliant with ISO standards.
• Ability to conduct comprehensive risk assessments and safety planning.
• Knowledge of transportation licensing, environmental legislation, and community engagement.
• Financial stability and capacity to handle high-volume ash procurement and processing.
• Engagement with local communities and enterprise development, aligned with CIDB and PPPFA standards.
• Provision of relevant certifications, CVs, and evidence of previous successful projects.
