Objectives

The primary objective of this tender is to procure comprehensive cleaning, sanitation, car wash, and gardening services for the South African Social Security Agency (SASSA) Free State Region. The appointed service provider will be responsible for delivering these services across designated offices and facilities within the region for a period of three (3) years, starting from 01 June 2027.

Scope

The scope encompasses a wide range of services including:

• Office cleaning activities covering floors (resilient, stone, carpets), dusting, waste disposal, wall and glass cleaning, and toilet sanitation.
• Provision and maintenance of sanitary equipment and consumables such as toilet paper, hand towels, sanitisers, and baby changing facilities.
• Cleaning of mobile offices/trucks, including floor, furniture, and vehicle exteriors.
• Car wash services for fleet vehicles, twice monthly at designated facilities.
• Gardening services at specified offices, including weed removal, grass cutting, pruning, litter collection, and general grounds maintenance.

Technical Requirements

The technical requirements include:

• Provision of SABS-approved cleaning chemicals, detergents, and equipment.
• Use of SABS-certified sanitary equipment and consumables, with proper installation and maintenance.
• Adherence to colour coding standards for cleaning cloths and equipment.
• Provision of necessary tools and machinery such as vacuum cleaners, scrubbers, mops, and gardening tools.
• Implementation of health and safety protocols, including training of staff, first aid readiness, and incident management.
• Development of comprehensive project implementation, occupational health and safety, contingency, and training plans.
• Regular reporting, monitoring, and adherence to service levels as per the contract and monitoring tools.

Skills Requirements

The skills and qualifications required from the service provider include:

• Proven experience in cleaning, sanitation, car wash, and gardening services, supported by references and contract evidence.
• Qualified personnel with relevant training in occupational health and safety, cleaning standards, and equipment operation.
• Capability to manage and coordinate multiple sites, ensuring compliance with specifications, safety standards, and service levels.
• Ability to provide and maintain SABS-approved chemicals, equipment, and consumables.
• Competence in developing and implementing project management, health and safety, and contingency plans.
• Demonstrated capacity to deliver services within specified timeframes and budget constraints, supported by documented experience.
