Objectives

The primary objective of this tender is to supply and deliver various gases, including flammable, inert, and specialty gases, to meet the operational needs over a five-year period. Additionally, the tender aims to promote socio-economic transformation through supplier development, localisation, and industrialisation initiatives, encouraging B-BBEE improvement, job creation, skills development, and community empowerment.

Scope

The scope encompasses the supply, delivery, and management of a wide range of gases such as compressed gases (e.g., dry air, acetylene, argon, oxygen, helium, nitrogen, propane, butane, flux blends, SF6, hexafluoride, CO2, and others), including rental cylinders and liquid petroleum gases. The scope also includes maintaining stock levels, adhering to safety and quality standards, and supporting socio-economic development commitments over a five-year contract period.

Technical Requirements

• Compliance with gas quality standards and specifications, including purity levels and container types.
• Hydrostatic pressure testing and certification from SANAS-accredited laboratories.
• Provision of safety data sheets and certificates of conformity for all gases and cylinders.
• Container specifications, including capacity, material, and pressure ratings, must meet specified standards.
• Approval certificates for transportation from relevant authorities (e.g., Department of Transport).
• Stock management capabilities to ensure minimum stock levels and adherence to lead times (e.g., 5 days lead time, minimum stock at 30%).
• Compliance with handling, storage, and transportation laws and standards, including SANS 10087 Part 1.

Skills and Skills Development Requirements

• Submission of a B-BBEE improvement plan, with targets to achieve at least Level 4 B-BBEE status within the first year and continuous improvement thereafter.
• Development of a skills bursary program: for every R4.8 million invoiced, a bursary of R80,000 must be provided to a South African university.
• Creation and retention of jobs, with specific targets for local employment, including at least 50% of semi-skilled and 100% of unskilled labour sourced locally.
• Spending at least 1% of the contract amount on community socio-economic development initiatives.
• Quarterly reporting on SDL&I (Supplier Development, Localisation, and Industrialisation) commitments, with corrective actions if targets are not met.
• Implementation of a SDL&I schedule, monitoring progress on socio-economic and localisation targets throughout the contract duration.
