Objectives

The primary objective of this tender is to supply transport services for employees involved in the LSGWS Canal Failure Repair Project in the Eastern Cape, commissioned by the Department of Water and Sanitation. The service aims to facilitate employee transportation to and from the project site to ensure efficient repair operations and project completion.

Scope

The scope includes providing transportation for employees from designated pick-up points (Paterson, Addo, Kirkwood, and surrounding areas) to the project site located between Addo and Kirkwood in the Eastern Cape. The service covers daily transportation during working hours, including one compulsory Saturday workday per month and specific holiday considerations. The contract encompasses vehicle provision, driver services, permits, insurance, and related logistical arrangements for the duration of the project.

Technical Requirements

• Transport of employees from specified towns/vickages to the project site, with scheduled pick-up and drop-off times.
• Vehicles must be roadworthy, properly maintained, and capable of accommodating the required number of employees without overloading.
• Vehicles must be equipped with valid permits and licenses, including driver’s licenses and Public Drivers Permits (PDP).
• Delivery of services must commence within 10 working days after contract award, with a delivery schedule submitted within 5 days of acceptance.
• All transportation costs, including driver wages, permits, fuel, and maintenance, must be included in the bid.
• Vehicles must be insured against loss or damage, with proof of insurance provided prior to delivery and during the contract period.
• Transport services must adhere to specified pick-up times, routes, and safety standards, with penalties for late delivery.
• Compliance with health, safety, and environmental regulations is mandatory.

Skills and Qualification Requirements

• Bidder must be registered with the relevant transport taxi association.
• Vehicles must be operated by drivers holding valid driver’s licenses and PDP permits.
• Bidder must ensure vehicles are well-maintained, roadworthy, and suitable for passenger transport.
• Drivers must be trained and capable of safely transporting employees, with adherence to safety protocols.
• Bidder must provide proof of vehicle insurance, permits, and licenses prior to contract commencement.
• Bidder staff involved in operations should be familiar with safety, health, and environmental standards applicable to the project site.
• All pages of the bid must be initialed, and the declaration form signed to confirm understanding and compliance with specifications.
