Objectives

The primary objective of this tender is to gather information from qualified vendors, advisors, and technology providers regarding tools, models, workflows, and enablement services necessary to address existing gaps in Eskom's Energy Trading and Risk Management (ETRM) capabilities. The aim is to facilitate the integration of these solutions with the existing Enerweb ETRM system, supporting Eskom Distribution's move through phased implementation (Day-1 go-live, controlled expansion, and mature state) across phases 1, 2, and 3.

Scope

The scope encompasses:

• Assessment and proposal of additional ETRM modules, best-of-breed tools, or integrated suites to fill identified gaps in trading, valuation, and risk management functionalities.
• Development of detailed specifications, integration standards, and procurement strategies for these solutions.
• Support for designing organizational structures, workflows, governance frameworks, and operational procedures aligned with the new tools.
• Identification and evaluation of implementation partners and vendors, including phased procurement and roll-out plans.
• Provision of services to support skills assessment, training, upskilling, and embedding new operational models.

Technical Requirements

The technical requirements include:

• Solutions capable of interoperating with the existing Enerweb ETRM system via APIs or defined data exchange standards.
• Implementation of modules such as Auction Market Trading, Deal Capture, Continuous Market Trading, Trade Optimizer, Risk Modeller, Forward Curve & Position Management, Market Risk Analytics, and Credit & Counterparty Risk.
• Support for core trading workflows: deal capture, validation, position and risk monitoring, settlement, and reporting.
• Development of models for market and price analysis, asset valuation, risk management (VaR, EaR, CFaR), and scenario analysis.
• Design of governance instruments including policies, mandates, escalation paths, and risk frameworks.
• Phased procurement strategy aligned with project phases, considering build vs. buy options, integration risks, and cost implications.

Skills Requirements

The skills requirements focus on:

• Modeling capabilities in market & price analysis, Monte Carlo simulation, scenario testing, and risk analytics.
• Assessment of current skills and gap analysis across front, middle, and back-office functions.
• Development of detailed job profiles for traders, risk analysts, quant specialists, credit officers, schedulers, and settlement analysts, including KPIs and segregation of duties.
• Support for designing organizational structures, workflows, and operational procedures.
• Provision of training, upskilling, and knowledge transfer services to embed new tools and processes.
• Support for establishing governance frameworks, policies, and procedures aligned with Eskom’s risk appetite and regulatory requirements.
