Objectives

The primary objective of this tender is to establish a three-year panel of qualified civil engineering contractors with CIDB grading 1 CE/GB/SB/SQ only, to provide civil engineering infrastructure services within uMlalazi Municipality. The aim is to facilitate efficient delivery of road repairs, maintenance, and building maintenance projects, ensuring compliance with municipal standards and fostering local economic development.

Scope

The scope encompasses:

• Road Repairs and Maintenance (CIDB CE/SB category):
  • Road layer works, surfacing, sidewalk repairs, kerbing, gabions, ancillary road works (guardrails, signs, markings, retaining walls), stormwater pipelines, drainage systems, speed humps, bus shelters, pedestrian bridges.
• Building Maintenance (CIDB GB/SQ category):
  • Construction of new buildings, roof repairs, wall fixing and painting, doors and windows, flooring, plumbing, fencing.

The contract duration is three years, with specific projects and work orders issued as per municipal needs, adhering to project specifications and contractual obligations.

Technical Requirements

The technical requirements include:

• Provision of qualified and experienced personnel, including site agents and foremen, with relevant certifications and track record.
• Demonstration of financial capacity through bank statements or credit facilities.
• Proof of CIDB registration, Central Supplier Database registration, and compliance with municipal rates and taxes.
• Adherence to quality management, inspection, testing, and safety standards as specified in the contract and project specifications.
• Implementation of effective project management, reporting, and performance monitoring, including regular site inspections and milestone assessments.
• Provision of skills transfer and capacity building for municipal personnel during project execution.

Skills Requirements

The tender mandates the following skills and competencies:

• Personnel:
  • Site Agent: Relevant National Diploma, minimum 5 years’ experience, construction management skills.
  • Foreman: Experience of 3-10 years, ability to supervise on-site activities.
  • Health and Safety Officer: Valid health and safety qualification.
• Technical Skills:
  • Construction and maintenance expertise in roads and buildings.
  • Quality assurance and inspection capabilities.
  • Financial management and project reporting skills.
  • Skills transfer and capacity building for municipal staff.

Additional skills include effective communication, compliance with safety regulations, and the ability to respond promptly to emergencies and project requirements.
