Objectives

The primary objective of this tender is to establish a two-year contract for the supply, servicing, repairs, and maintenance of mechanical equipment (HVAC) across Amathole District and Buffalo City Metro Cluster Three. The contract aims to ensure the continuous and efficient operation of HVAC systems, including standby generators and other mechanical equipment, through scheduled maintenance, repairs, and supply of spare parts, thereby supporting the Department of Public Works & Infrastructure's operational needs.

Scope

The scope of work includes:

• Provision of routine maintenance, servicing, and repairs of HVAC units (split, cassette, mid-wall units, etc.) in designated sites within Amathole District and Buffalo City Metro.
• Assessment, re-gassing, testing, and supply of maintenance-related documentation for HVAC systems.
• Ad hoc repairs and emergency interventions as required, with specified response times.
• Supply of spare parts and accessories, including compressors, PC boards, etc.
• Replacement, installation, and commissioning of HVAC units and components.
• Maintenance of standby generators and other mechanical equipment, including inspections, servicing, and repairs.
• Provision of qualified personnel on standby for immediate response to breakdowns.
• Compliance with all relevant standards, specifications, and safety regulations.

Technical Requirements

The technical requirements specify that:

• All HVAC equipment and repairs shall conform to the latest standards and specifications, including SANS 10231, SANS 10230, SANS 10232-1, and DPWI specifications PW371.
• Materials and equipment supplied must be of approved brands or equivalent standards, with proper certification and compliance certificates.
• All maintenance and repair work shall adhere to OEM standards and OEM-approved procedures.
• Work shall be scheduled to minimize disruption to departmental operations, with maintenance rosters provided monthly.
• Emergency repairs shall be completed within specified response times (e.g., within 2 hours for breakdowns).
• Proper documentation, including inspection reports, maintenance logs, and compliance certificates, must be maintained and submitted.
• All personnel involved must be qualified, trained, and certified in HVAC systems and safety standards.
• Health and safety, environmental, and occupational safety regulations must be strictly followed, including the development of Safety and Health Plans, risk assessments, and incident reporting procedures.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in HVAC maintenance, servicing, and repairs, with references of similar projects completed successfully.
• Qualified technical personnel, including certified refrigeration and air conditioning technicians, with valid certifications and SAQA evaluations if qualifications are obtained outside South Africa.
• Competence in handling HVAC systems, electrical installations, and mechanical repairs, supported by relevant certificates and licenses.
• Ability to supply and install approved equipment and spare parts of recognized brands, with proper certification.
• Capacity to provide standby personnel for emergency response, with adequate staffing levels and supervision.
• Knowledge of occupational health and safety regulations, including the development and implementation of H&S plans and risk assessments.
• Experience in working within government or similar institutional environments, with references for completed projects.
• Ability to maintain proper documentation, including maintenance logs, inspection reports, and compliance certificates.
