Objectives

The primary objective of this tender is the upgrading of civil infrastructure at Hoërskool Centurion, including the replacement and enhancement of sewer, water, stormwater networks, and associated civil works. The project aims to modernize existing infrastructure to meet current standards, ensure compliance with installation requirements in dolomitic areas, and minimize disruptions to the operational school. Labour-intensive construction methods will be employed, sourcing local workers and ensuring skills development and employment opportunities, particularly targeting targeted enterprise participation and social-economic goals.

Scope

The scope of work encompasses:

• Installation of water networks ranging from 110mm to 200mm diameter.
• Construction of sewer pipelines, including replacement of existing manholes and pipes.
• Upgrading stormwater drainage systems, including channels, pipes, and associated structures.
• Construction of aprons, concrete slabs, and landscaping works.
• Protection and relocation of existing underground and overhead services.
• Provision of temporary facilities such as site offices, ablution facilities, and security measures.
• Implementation of traffic management and safety measures during construction.
• Ensuring minimal disturbance to school operations and existing structures.

Technical Requirements

The technical requirements include:

• Adherence to the NEC3 Engineering and Construction Contract – Option B, with specific clauses on project management, delays, and penalties.
• Minimum CIDB contractor grading of 7CE or higher; joint ventures permitted with recognition of combined grading.
• Submission of comprehensive project/programme plans, including critical path analysis, resource allocation, and cost projections, aligned with a 15-month completion period.
• Provision of detailed and signed returnable schedules, including:
  • Complete and signed forms (SBD1, SBD3.1, SBD4, SBD6.1, SBD6.1 preference claim)
  • Financial statements not older than 18 months, including cash flow, balance sheets, and income statements.
  • Tax compliance PIN and CSD registration.
  • Proof of CIDB registration and relevant certificates.
  • Labor and employment plans, including job creation commitments (minimum 106 jobs).
  • Detailed methodology for health, safety, environmental management, and risk mitigation.
  • Quality assurance and control plans, including hazard and risk assessments.
• Mandatory attendance at a compulsory site briefing session.
• Evaluation based on functionality (minimum 75/100), price, and specific goals (up to 20 points for socio-economic targets).
• Compliance with EPWP requirements, including employment of local labor, women, youth, persons with disabilities, and work in underdeveloped areas.
• Use of qualified key personnel, including a professional construction manager, site agent, health and safety officer, and site foreman, with specified experience levels.
• Implementation of environmental and safety standards, including traffic management, hazard control, and protection of existing services and structures.
• Adherence to detailed specifications for materials, testing, and construction procedures, including the use of approved proprietary materials and methods.
• Provision of guarantees, insurance, and performance bonds as specified.
