Objectives

The primary objectives of this tender are to establish a panel of qualified professional service providers (PSPs) in the built environment to support infrastructure projects across Gauteng for a period of three years. Specifically, the Department aims to:

• Engage professional technical advisory and design services for various building infrastructure projects.
• Provide technical support to the Department of Infrastructure Development (GDID) and other provincial departments such as Health and Education.
• Ensure full compliance with the Framework for Infrastructure Delivery and Procurement Management (FIPDM) and the Integrated Design and Management System (IDMS).
• Support the implementation of construction works, from detailed design to handover and close-out stages.
• Promote empowerment of South African-owned enterprises and local skills development.

Scope

The scope encompasses the provision of a broad range of professional services across multiple disciplines in the built environment, including but not limited to:

• Development applications, spatial planning, feasibility studies, and project planning.
• Design phases: concept, detailed design, and technical documentation.
• Construction supervision, contract administration, and project close-out.
• Participation in all IDMS stages (1-7) and adherence to relevant frameworks.
• Management of multidisciplinary teams led by registered professionals.
• Provision of specialist services such as fire engineering, health planning, geotechnical, environmental, heritage, hydrology, and property valuation.
• Support for capacity building, skills development, and employment opportunities within the built environment sector.

Technical Requirements

The technical requirements include:

• Registration and accreditation with relevant professional councils (e.g., SACAP, ECSA, SACQSP, SACPVP, HPCSA, SACPLAN, SAHRA, etc.).
• Demonstrated experience in delivering projects in the built environment within the last 10 years.
• Provision of reference letters, appointment letters, or purchase orders for relevant completed projects.
• Key staff with relevant qualifications, professional registration, and at least 10 years post-qualification experience.
• Implementation of a quality assurance system, evidenced by ISO 9001 certification or equivalent.
• Commitment to skills development through graduate internships and structured mentorship programs.
• Provision of professional indemnity insurance cover of at least R5 million.
• Compliance with the CIDB Standard for Developing Skills through Infrastructure Contracts.
• Adherence to the procurement and contractual frameworks, including integrity and anti-corruption measures.

Skills Requirements

The skills requirements focus on:

• Key personnel with relevant qualifications, professional registration, and a minimum of 10 years’ experience in their discipline.
• Demonstrated capability through CVs, project references, and supporting documentation.
• Proven ability to manage multidisciplinary teams and deliver projects within scope, time, and budget.
• Experience in health planning, geotechnical, environmental, heritage, hydrology, property valuation, and other specialized fields.
• Implementation of ISO 9001 quality management systems and commitment to skills development and employment of youth.
• Capacity to provide specialist services on an as-needed basis, with a team leader registered in the relevant discipline.
• Understanding of and compliance with ethical standards, conflict of interest declarations, and anti-corruption policies.
