Objectives

The primary objective of this tender is to upgrade the electricity supply to Maritjie Venter/Tarkastad Hospital in Tarkastad, ensuring reliable and efficient electrical infrastructure. The project aims to enhance power distribution capacity, improve safety standards, and ensure compliance with relevant regulations to support hospital operations.

Scope

The scope of work includes:

• Upgrading of the medium voltage overhead power line, including installation of new structures, conductors, and accessories.
• Supply and installation of medium voltage switchgear, sectionalizers, transformers, surge arrestors, and associated equipment.
• Construction of LV overhead distribution system, including poles, crossarms, stays, and conductors.
• Provision of all necessary civil works, foundations, excavations, backfilling, and earthings.
• Installation of meter kiosks, distribution boards, and associated electrical connections.
• Site preparation, access, safety measures, and compliance with health and safety regulations.
• Coordination with hospital operations to minimize disruptions during construction.

Technical Requirements

The technical requirements specify:

• Use of materials conforming to Eskom standards and specifications listed in the project documentation.
• Installation of structures, conductors, and equipment as per approved drawings and standards, including proper tensioning, sagging, and earthing.
• Implementation of safety procedures during stringing, dismantling, and construction activities, including traffic management and fall protection.
• Provision of appropriate surge arrestors, switchgear, and transformers with specified ratings and standards.
• Adherence to environmental and health regulations, including bush clearance, waste disposal, and biological hazard management.
• Proper site access, barricading, signage, and security to ensure safety of personnel and hospital operations.
• Testing, commissioning, and handover procedures aligned with Eskom and industry standards.

Skills Requirements

The tenderer must demonstrate:

• Active CIDB grading of 2EP or higher in electrical infrastructure works.
• Proven experience in medium voltage overhead power line construction and installation, with at least three similar completed projects in the last five years.
• Qualified and experienced key personnel, including a Construction Manager, Electrical Linesman, Safety Officer, and Electrician, with relevant certifications and CVs.
• Capability to develop and implement comprehensive health and safety plans, including risk assessments, method statements, and emergency procedures.
• Ability to coordinate with hospital staff and authorities to ensure minimal disruption and compliance with safety standards.
• Demonstrated capacity for project management, site supervision, and quality control.
• Provision of adequate resources, equipment, and personnel to execute the scope within the stipulated timeframe.
