Objectives

The primary objective of this tender is to upgrade the security fence at Matimba Power Station for a duration of 12 months. The work aims to remove the existing outer perimeter fence, including barbed wire coils on the energized fence, and replace it with a new, structurally sound, and secure fencing system that enhances security and complies with National Key Point (NKP) regulations. The project also seeks to improve overall security features to reduce risks and meet regulatory standards.

Scope

The scope of work includes the following activities:

• Site preparation and clearance
• Demolition, removal, and disposal of the old outer perimeter fence
• Removal of barbed wire coils on the old energized fence
• Design and drawing of the new outer fence and its components
• Manufacturing and supply of the new fence and components
• Delivery to site and installation of the new fence and components
• Provision of earthing for the new fence
• Provision of signage, signage installation, and earth grounding
• Provision of necessary equipment, tools, and materials for construction
• Provision of as-built drawings, operation manuals, and maintenance schedules
• Compliance with environmental, health, safety, and quality standards

Technical Requirements

The technical specifications for the new perimeter fence include:

• Mesh panels made of high tensile wires (4mm diameter) with aperture size of 76.2mm x 12.7mm
• Anti-climbing properties and high visibility features
• Galvanized steel parts in accordance with SANS standards (SANS 121:2011, SANS 10244-1:2003, SANS 10244-2:2011, SANS 14713 series)
• Fence posts planted 600mm in concrete footings, sealed with UV stabilized polymer caps
• Double leaf swing gates with high-security, vandal-proof locks
• Corrosion protection through hot-dip galvanizing
• Earthing system with copper earth rods (35mm²) linked to the main earth mat
• Signage compliant with SANS 1186-1:2015, non-reflective, chromadek backing
• Earth grounding for the fence, posts, and light poles
• Design to withstand wind speeds of 50 m/s, with proof of conformance
• Design and drawings must be reviewed and approved by Eskom prior to manufacturing and installation

Skills Requirements

The tenderer must demonstrate the following skills and qualifications:

• SACPCMP registered construction manager with at least 4 years of relevant experience in similar projects involving fence removal, installation, and earthing
• Qualified environmental officer with experience in similar projects and a strong understanding of environmental management
• Safety officer with occupational health and safety certification, registered with SACPCMP, and experience in safety management for construction projects
• Project management team with proven experience in civil and mechanical construction, including design, manufacturing, and installation of fencing systems
• Technical personnel capable of producing detailed design drawings, shop drawings, and as-built documentation in compliance with Eskom standards
• Personnel with expertise in corrosion protection, grounding systems, signage installation, and environmental compliance
• Ability to manage environmental, health, safety, and quality assurance requirements throughout the project lifecycle
