Objectives

The primary objective of this tender is to appoint a service provider for the maintenance and repairs of general building works in Upington and surrounding areas over a 36-month period. The aim is to ensure the ongoing functionality, safety, and integrity of government facilities through effective maintenance, repairs, and associated services, adhering to relevant health, safety, and environmental standards.

Scope

The scope of work includes, but is not limited to:

• Construction, alteration, renovation, refurbishment, repair, demolition, or dismantling of buildings and structures.
• Civil engineering works such as site clearance, excavations, piling, and civil infrastructure.
• Construction and maintenance of bridges, roads, water and sewer systems, and other civil structures.
• Specific activities such as site establishment, handling existing structures, dealing with existing services, and managing temporary works.
• Provision of site facilities including hoarding, demarcation, safety signage, and utilities.
• Implementation of health and safety measures, environmental controls, and compliance with legislation.
• Maintenance of site records, safety files, and incident reports.
• Labour-intensive activities, including local employment and skills development initiatives.

Technical Requirements

The technical requirements encompass:

• Compliance with the Occupational Health & Safety Act, Construction Regulations, and relevant standards (SANS, CIDB, etc.).
• Development and implementation of a comprehensive Health & Safety Plan, including risk assessments, method statements, and safety procedures.
• Provision of qualified personnel, including site supervisors, safety officers, and specialized trades.
• Adherence to environmental management practices and waste disposal regulations.
• Provision of necessary insurances, guarantees, and certificates of compliance for equipment and personnel.
• Regular site inspections, audits, and reporting on health, safety, and environmental performance.
• Implementation of labour-intensive methods where applicable, with local employment targets.
• Monitoring and reporting on contract participation goals, local content, and skills development.

Skills Requirements

The tender specifies the following skills and personnel qualifications:

• Qualified tradespersons including plumbers, carpenters, bricklayers, painters, and specialized technicians with valid trade certificates.
• Experienced site supervisors, project managers, and safety officers with relevant qualifications (NQF Level 4/5 or higher).
• Personnel with experience in civil and building construction, maintenance, and repair works.
• Personnel trained in health and safety regulations, hazard identification, and emergency response.
• Skills in environmental management, waste handling, and sustainable construction practices.
• Capacity to implement labour-intensive construction methods and meet local employment targets.
• Ability to prepare and maintain health and safety documentation, reports, and records.
