Objectives

The primary objective of this tender is to establish a 36-month contractual agreement for the provision of comprehensive generator services, including maintenance, repairs, and associated activities at various client sites within the Upington and surrounding areas. The aim is to ensure reliable power supply, operational efficiency, and safety compliance across multiple facilities, while promoting local employment, enterprise development, and adherence to environmental and safety standards.

Scope

The scope encompasses the following key activities:

• Servicing and maintenance of standby and operational generators at designated sites such as police stations, magistrates courts, and other government facilities.
• Repair works on generator components including electrical, mechanical, and ancillary systems.
• Installation and replacement of control panels, LCD controllers, automatic voltage regulators, and related electrical components.
• Provision of consumables, spare parts, and accessories such as belts, gaskets, sensors, switches, and electrical wiring.
• Refurbishment of plant rooms and associated infrastructure.
• Implementation of health, safety, and environmental management measures in accordance with relevant legislation.
• Labour-intensive activities aimed at local employment and enterprise development, including training and skills transfer.

Technical Requirements

The technical requirements include:

• Adherence to the specifications outlined in the Scope of Works, including compliance with South African standards (SANS) and manufacturer recommendations.
• Provision of qualified and experienced personnel, including electricians, diesel mechanics, and safety officers, with proof of relevant trade certifications.
• Development and implementation of a comprehensive Health & Safety Plan, including risk assessments, method statements, and site-specific safety procedures.
• Provision of necessary tools, equipment, and materials, ensuring they meet safety and quality standards.
• Regular reporting, including progress, safety audits, incident reports, and compliance documentation.
• Implementation of labour-intensive methods where feasible, with focus on local employment and skills development.
• Compliance with environmental management practices, waste disposal, and site housekeeping.

Skills Requirements

The skills and qualifications required for tender participation include:

• CIDB contractor grading of 4 EB or higher, with proof of registration.
• Trade certificates for electricians, diesel mechanics, and other technical personnel, issued by accredited institutions.
• Experience in generator servicing, electrical and mechanical repairs, and plant refurbishment.
• Competence in health and safety management, including the ability to develop and implement safety plans and conduct risk assessments.
• Proven track record in similar projects, with references and project documentation.
• Qualified safety officers and health & safety representatives, with proof of registration and relevant training.
• Capacity to manage labour-intensive activities, including local employment and skills transfer, supported by relevant experience and training plans.
