Objectives

The primary objective of this tender is to appoint a suitably qualified, experienced, professional, and competent service provider to deliver VIP protection services for the Chairperson of the CRL Rights Commission. The services aim to ensure personal safety, mitigate threats against the life and well-being of the Principal, and provide comprehensive close protection, bodyguarding, and escort services.

Scope

The scope includes:

• Provision of VIP protection services for the Principal (Chairperson of the CRL Rights Commission) over a period of 36 months (3 years).
• Performance of close protection, bodyguarding, and escort services both within the CRL Offices and outside, including travel to all nine provinces as needed.
• Provision of experienced, accredited Close Protection Officers who will also serve as drivers for escort vehicles.
• Capacity to support VIP protection in all provinces, including arrangements for travel logistics such as air transport, accommodation, car hire, and parking.
• Site visits, presentations, and team evaluations as part of the selection process.

Technical Requirements

The technical requirements include:

• Provision of accredited Close Protection Officers with vetting and clearance by the State Security Agency (SSA). Officers cannot be substituted without SSA clearance.
• Demonstrated experience in VIP protection, with at least 10 years of relevant experience and references.
• Capacity to provide VIP protection services across all provinces, including travel arrangements and logistics.
• Provision of a protection officer who will also act as a driver for escort vehicles.
• Site visit and presentation by shortlisted bidders, with evaluation based on experience, capacity, and proposed team.
• Adherence to vetting and security clearance procedures.

Skills Requirements

The skills and qualifications required from bidders include:

• Highly skilled, professional, and accredited Close Protection Officers with valid PSIRA registration and SASSETA/QCTO accreditation.
• Experience in VIP close protection, bodyguarding, and escort services, with a minimum of 10 years in the VIP protection space.
• Capacity to support VIP protection in all nine provinces, including logistical planning and coordination.
• Ability to provide continuous training and support for Close Protection Officers.
• Capacity to manage travel logistics, including air travel, accommodation, vehicle hire, and parking arrangements.
• Demonstrated ability to conduct site visits, presentations, and team evaluations.
• Compliance with vetting, security clearance, and confidentiality requirements.
