Objectives

The primary objective of this tender is to engage a professional service provider (PSP) to compile a comprehensive water stock report as of 30 June 2026 for the Amajuba District Municipality. This includes accurately measuring water levels in reservoirs and pipelines, calculating water stock volumes, and providing supporting documentation to ensure an accurate assessment of potable water stored within the municipality's infrastructure.

Scope

The scope of work encompasses:

• Liaising with operational units to identify reservoirs and pipelines for measurement.
• Inspecting and capturing water levels and capacities of approximately 70 reservoirs, including steel elevated tanks.
• Conducting manual water level readings due to offline reservoirs in telemetry systems.
• Calculating reservoir capacities where not provided.
• Measuring water meter readings at treatment plants and custody transfer points.
• Taking photographs of meters and water levels as evidence.
• Preparing and submitting a detailed water stock report.
• Providing water certificates per area confirming stock balances as of 30 June 2026.
• Supporting during audits and providing necessary documentation and assistance.

Technical Requirements

The technical requirements include:

• Manual measurement of reservoir water levels on the specified date.
• Verification of reservoir dimensions and capacities.
• Accurate recording of water levels and transfer points for stock calculations.
• Inspection of reservoirs and pipelines, including steel tanks and elevated structures.
• Use of appropriate resources such as manpower, vehicles, tape measures, cameras, and ladders to complete measurements in one day.
• Measurement of water meter readings at treatment plants and transfer points.
• Photographic documentation of meters and water levels.
• Compilation of a comprehensive water stock report with supporting certificates.
• Availability to assist during the audit process by the Auditor General.

Skills Requirements

The successful service provider must possess:

• Technical expertise in water reservoir and pipeline measurement.
• Experience in field analysis, manual water level readings, and capacity calculations.
• Proficiency in using measurement tools, cameras, and data recording equipment.
• Ability to coordinate and mobilize resources efficiently to complete measurements within a single day.
• Knowledge of water infrastructure and water management practices.
• Capability to prepare detailed technical reports and certificates.
• Availability to support during audit and verification processes.
