Objectives

The primary objective of this tender is to procure the supply, installation, and ongoing maintenance of CCTV camera systems across various municipal facilities within the Mossel Bay area. The aim is to enhance community safety, support crime prevention initiatives, and improve traffic management through an integrated surveillance solution for a period of three (3) years ending 30 June 2028.

Scope

The scope encompasses:

• Supply of CCTV equipment compatible with existing systems, particularly the current Hikvision setup.
• Installation of cameras at designated sites including CBD, D’Almeida, Dana Bay, Diaz, Heiderand, Joe Slovo, and other specified areas.
• Maintenance and support services for the CCTV systems throughout the contract period.
• Training and handover to ensure municipal staff can operate and manage the systems effectively.
• Interlinking all installed equipment with the Joint Operational Centre (JOC) for centralized monitoring.

Technical Requirements

The CCTV solution must meet the following minimum technical specifications:

• Supply and installation of HD IP Bullet Cameras (outdoor-rated, vandal-resistant, with ANPR capabilities).
• IP PTZ Cameras for dynamic surveillance.
• Network Video Recorder (NVR) with Acusense technology and storage capacity for 30+ days.
• Seagate Hard Disks for NVR storage expansion.
• PoE Smart Switches, Passive POE, and related network infrastructure components.
• Passive POE equipment, Golnix Junction Boxes, Victron Inverters, and wireless point-to-point transmission links.
• Installation, maintenance, support, training, and handover services as per specifications.
• Warranty obligations: DVR/NVR (36 months), IP Cameras (24 months), Analog Cameras (24 months), Monitors (12 months), Accessories (24 months).

Skills Requirements

The successful bidder must demonstrate the following skills and competencies:

• Company Experience: Minimum of 3 years relevant experience in supply, installation, and maintenance of CCTV systems, with evidence of completed projects.
• References: Valid references related to CCTV projects, completed within the last five years, with contactable clients willing to provide feedback.
• Key Site Staff & Personnel: Appointment of qualified personnel including a Contract Manager and Technicians with at least 1-3 years’ experience and relevant certifications.
• Plant/Tools/Equipment: Adequate and appropriate equipment available for installation and maintenance, including transport, ladders, drills, cable testers, multimeters, and scaffolding, with proof of ownership or hire arrangements.
• Joint Venture Capabilities: If applicable, joint ventures must submit joint experience, agreements, and relevant competencies of all partners.
• Health & Safety: Demonstrated capacity to comply with Occupational Health & Safety regulations, including submission of H&S plans, risk assessments, and safety management documentation.
