Objectives

The primary objective of this tender is to appoint a professional resource team (PRT) to undertake formalization and township establishment for the creation of an integrated and sustainable human settlement development in the Klipgat area within Madibeng Local Municipality, North West Province. The project aims to formalize land parcels, facilitate township development, and promote sustainable communities with social amenities, excluding roads, to address housing needs and improve living conditions.

Scope

The scope of work includes:

• Undertaking formalization and township establishment applications on Portion 28 of Farm Klipgat 249 JQ (10 hectares).
• Conducting land survey, conveyancing, and stakeholder engagement.
• Performing environmental impact assessments, geo-technical, geo-hydrology, traffic impact, and town planning studies.
• Developing project proposals, layout plans, and securing necessary approvals and community participation.
• Investigating existing and alternative bulk infrastructure capacities (water, sewer, electrical, stormwater, roads).
• Facilitating public participation and securing community collaboration throughout project phases.
• Removing restrictive conditions on land titles and obtaining all relevant municipal and institutional approvals.

Technical Requirements

The technical requirements encompass:

• Preparation and submission of formal township establishment and land use applications in line with municipal bylaws and legislation.
• Environmental impact assessments, including flora and fauna studies, and mitigation measures.
• Geo-technical investigations, including soil classification, seismic assessment, and geotechnical reports.
• Geo-hydrology studies to evaluate water sources, underground harvesting, and water quality treatment options.
• Traffic impact assessments, including external network analysis, road access, and future demand projections.
• Town planning, including layout design, stakeholder engagement, public participation, and submission of land use applications.
• Assessment of existing and proposed bulk infrastructure capacities and costs for water, sewer, electrical, stormwater, and roads.
• Community facilitation and social engagement to ensure stakeholder ownership and support.

Skills Requirements

The successful bidder must demonstrate expertise and capacity in:

• Township establishment and land formalization processes, with proven experience in similar projects (minimum of 3-5 relevant projects).
• Environmental sciences, flora and fauna assessments, and environmental management.
• Geo-technical engineering, soil analysis, seismic assessment, and geotechnical reporting.
• Geo-hydrology, water resource management, and water quality control.
• Traffic engineering, transportation planning, and impact assessments.
• Town planning, land use management, and community engagement.
• Infrastructure planning, costing, and capacity analysis for water, sewer, electrical, stormwater, and roads.
• Stakeholder facilitation, public participation, and community liaison skills.

Additionally, team members must possess relevant professional registrations (e.g., SACPLAN, ECSA, SAHRA, SAGC, Law Society) and demonstrate capacity to deliver comprehensive reports, project management, and stakeholder coordination.
