Objectives

The primary objectives of this tender are to:

• Provide the Eastern Cape Department of Social Development (ECDSD) with reliable and consistent travel management services to enhance traveler satisfaction.
• Achieve significant cost savings for ECDSD without compromising service quality.
• Contain ECDSD’s risk and traveler risk effectively.

Scope

The scope of the tender includes the provision of comprehensive travel management services for ECDSD over a period of 36 months. This encompasses:

• Handling domestic and international air travel bookings.
• Arranging accommodation, car rentals, and shuttle services.
• Managing foreign travel support services, including visa and inoculation arrangements.
• Providing after-hours and emergency travel services.
• Organizing conferences, venue bookings, and related facilities.
• Managing ground transportation and road transport services upon request.
• Ensuring compliance with travel policies and implementing controls.
• Consolidating invoices and managing supplier relationships.
• Providing management reports, cost containment advice, and performance reviews.

Technical Requirements

The technical requirements include:

• Provision of travel management services for both head office and district offices.
• Implementation of a quality management system to ensure service excellence.
• Use of a secure, web-based system for online bookings and management information.
• Capability to handle high volumes of transactions, including air, accommodation, and ground transportation bookings.
• Provision of a dedicated account manager and customer support, including after-hours assistance.
• Compliance with legislative and procurement standards, including tax and supplier registration requirements.
• Provision of proof of IATA membership or recognized associations.
• Adherence to cost containment policies and reporting obligations.

Skills Requirements

The bidder must demonstrate:

• Experience in travel management services, supported by reference letters from at least three recent clients of similar size.
• Technical capability to manage large transaction volumes and provide detailed management reports.
• Proficiency in using secure online booking platforms and management information systems.
• Ability to negotiate and secure cost-effective travel arrangements.
• Knowledge of relevant legislation, policies, and standards applicable to government travel services.
• Qualified personnel with expertise in travel logistics, customer service, and compliance management.
• Capacity to provide value-added services such as travel alerts, risk management, and VIP support.
