Objectives

The primary objective of this tender is to procure cardboard voting screens that are lightweight, recyclable, and meet the specified design and quality standards to ensure secure and efficient voting processes at election stations. The Electoral Commission aims to obtain these screens in sufficient quantities, delivered by the stipulated deadline, to facilitate smooth voting operations during the upcoming elections.

Scope

The scope of the tender includes:

• Design, manufacture, and supply of cardboard voting screens in packs of three, conforming to specified dimensions and printing requirements.
• Production of a total quantity of 102,000 individual screens (34,000 packs).
• Delivery of the screens to designated Electoral Commission warehouses across various provinces by 15 July 2026.
• Packaging, quality control, and compliance with specifications, including sample submission and inspection.
• Post-delivery inspection, adherence to contractual obligations, and potential due diligence audits.

Technical Requirements

The technical specifications for the cardboard voting screens include:

• Material: Recyclable fluted cardboard, lightweight, disposable, and fully recyclable.
• Design: Three (3) screens per pack, with edges to prevent paper cuts, and designed to ensure voter secrecy with side panels (left and right).
• Dimensions: Approximately 500mm (depth) x 500mm (width), with a permissible tolerance of 5mm.
• Printing: Full surface printing with Electoral Commission logos and lettering in standard colors (three-color printing), covering about one-third of the surface, with Pantone color specifications.
• Quantity: 102,000 individual screens (34,000 packs of 3).
• Packaging: Packs of three, wrapped in protective plastic, palletized (1000mm x 1200mm), strapped, and labeled with contents, quantity, weight, and supplier details.
• Durability: Designed to withstand repeated handling and transportation, with stacking height not exceeding 1,500mm and pallet weight limit of 500kg.

Skills Requirements

The successful bidder must demonstrate:

• Established experience and control over the production process of cardboard voting screens or similar products.
• Capability to develop production strategies ensuring timely delivery and quality compliance.
• Ability to produce samples that meet the specified dimensions, design, and printing standards for evaluation and testing.
• Capacity to undertake quality control inspections and adhere to the specifications during manufacturing.
• Experience in handling large-scale production, packaging, and logistics to meet delivery deadlines.
• Willingness to cooperate with the Electoral Commission’s due diligence and quality assurance processes, including site inspections and sample submissions.
