Objectives

The primary objective of this tender is to appoint a bank registered under the Bank Act 1990 to provide comprehensive banking services to Ngwathe Local Municipality for a period of five years. The services aim to facilitate efficient transactional banking, account management, electronic payments, and related financial services to support the municipality's financial operations and service delivery.

Scope

The scope of work includes:

• Provision of transactional banking services such as opening and managing primary and subsidiary accounts.
• Electronic payment distribution, settlement, and account information services.
• Access to branch networks, ATMs, and banking facilities within municipal boundaries.
• Financial management solutions including real-time account monitoring, fraud detection, and electronic payroll facilities.
• Revenue management through prompt deposit of monies and cash handling solutions.
• Additional services such as guarantees, letters of credit, custodial services, and on-site deposit machines.
• Transition arrangements for system integration, account closure, and data transfer.
• Social responsibility contributions and partnership initiatives during the contract period.

Technical Requirements

The technical specifications for the banking services include:

• Opening of a primary bank account linked to subsidiary accounts with capabilities for high-volume electronic transactions.
• Provision of monthly electronic bank statements and online access for reconciliation and monitoring.
• Ability to handle electronic transfers, deposits, and unidentifiable credit identification.
• Competitive interest rates based on net balances.
• Real-time enquiry services, overdraft facilities, and electronic payroll processing.
• Cash management solutions including speed point facilities and cash deposit handling.
• Secure electronic banking environment with encryption and host-to-host connectivity.
• Capability to process foreign payments and issue guarantees or letters of credit.
• Support for EFT payments, bulk payments, and electronic funds transfer with audit trails.
• Provision of additional banking facilities such as custodial services, drop deposit machines, and business credit cards.

Skills and Skills Requirements

Applicants must demonstrate:

• Proven experience in providing banking services to local government or similar public sector entities, supported by appointment letters and references.
• Key personnel with relevant experience in local government banking, including CVs, qualifications, and identification documents.
• Capacity to handle high transaction volumes, electronic banking, and complex financial management systems.
• Ability to deliver seamless transition, integration, and data management during the switch-over process.
• Capability to provide ongoing support, training, and social responsibility initiatives aligned with municipal goals.
