Objectives

The primary objective of this tender is to appoint a competent service provider for the supply and delivery of pipes, fittings, and associated materials to Joe Gqabi District Municipality (JGDM) over a period of three (3) years, on an "as-and-when" required basis. The goal is to ensure timely procurement of quality materials to support infrastructure projects and operational needs.

Scope

The scope encompasses:

• Supply and delivery of various pipes, fittings, and associated materials as specified in the technical requirements.
• Offloading at designated points of delivery, included in the price.
• Compliance with all relevant standards (SABS, SANS, ISO).
• Participation in procurement requests issued by JGDM during the contract period.
• Provision of related services such as installation supervision, technical assistance, training, and maintenance support as required.

Technical Requirements

The technical specifications include, but are not limited to:

• High Density Polyethylene (HDPE) Pipes: ISO 4427, SABS 533, Type 5 or PE80, PN12, 100m/rolls, pressure rating 1200Kpa.
• PVC Pressure Water Pipes: SABS 966 Part 1, 6m lengths, pressure 9-16 bar, working pressure 1200Kpa & 1600Kpa.
• Polycop Pipes: Made from polyethylene or polypropylene, UV resistant, Class 16 or PN16, red/orange.
• Saddles & Compression Fittings: PVC pipe clamp saddles, compression fittings (Plasson or equivalent), rated PN16, complying with SANS 14236-2003, materials include nitrile rubber gasket, polypropylene body, and approved manufacturer certificates.
• Other Fittings: Female and male adapters, reducing couplings, tees, elbows, and reducing tees, all rated PN16, complying with SANS 14236-2003, with materials such as nitrile rubber gasket and polypropylene components.
• Water Taps & Couplings: PVC/Unitwist bib taps, PVC water repair couplings, solid wall sewer pipes, and fittings (SABS 791), with specified pressure and class ratings.
• Galvanized Steel & Other Metal Fittings: Galvanized fittings, union sockets, elbows, reducers, plugs, and other accessories, complying with SABS/SANS standards.
• Specialized Valves & Accessories: Brass bib taps, ball valves (PN20), non-return valves, gate valves, air release and vacuum break valves, with specified standards and pressure ratings.
• Other Materials: Ductile pipes and fittings, repair couplings, stainless steel clamps, and various accessories, all conforming to relevant standards and specifications.

Skills Requirements

The tender requires bidders to demonstrate:

• Experience in supplying and delivering pipes, fittings, and related materials for municipal or infrastructure projects, supported by references and project completion evidence.
• Technical capability to meet specified standards and standards compliance (ISO, SABS, SANS, etc.).
• Ability to provide quality assurance certificates, manufacturer certificates, and proof of compliance for all supplied items.
• Capacity to participate in procurement processes, including quote-based requests and participation in technical evaluations.
• Proven track record in timely delivery, offloading, and handling of materials at designated sites.
• Financial stability and compliance with tax and supply chain management regulations, including submission of SARS PIN, CSD registration, and relevant documentation.
• Ability to provide technical support, supervision, and after-sales services as part of the contractual obligations.

In summary, bidders must possess the technical expertise, experience, and capacity to supply high-quality materials in accordance with national standards, and demonstrate operational capability to meet delivery timelines and compliance requirements over the three-year contract period.
