Objectives

The primary objectives of this tender are to:

• Provide the FSCA with a qualified service provider to deliver physical guarding services for a period of five (5) years.
• Ensure uniformity and clarity in the responses from all prospective bidders.
• Establish a structured framework for evaluating proposals to select the most suitable service provider.

Scope

The scope of work includes:

• Provision of a minimum of 10 security officers with PSIRA Grade C or higher.
• 24-hour, 365-day guarding services at FSCA offices located in Pretoria, Riverwalk Office Park, Ashlea Gardens.
• Activities such as patrols, monitoring, reporting, access control, and emergency response.
• Supply of security equipment including radios, batons, torches, and uniforms.
• Conducting regular patrols, monitoring premises, and managing access control as per relevant laws and FSCA policies.
• Provision of operational plans, emergency procedures, and regular security reports.

Technical Requirements

The technical requirements for bidders include:

• Registration with PSIRA, Workman’s Compensation Fund, and Private Security Sector Provident Fund (PSSPF).
• Proof of a fully operational control room with telephonic communication capabilities, located within Gauteng.
• Availability of an armed response/reaction unit.
• Submission of an operational plan detailing service delivery, management, and emergency procedures.
• Provision of security equipment such as radios, batons, torches, and uniforms with company branding.
• Proof of insurance liability of R5 million.
• Vehicles in roadworthy condition, with proof of registration and roadworthy certificates.
• Compliance with PSIRA grading requirements, with security officers holding at least Grade C and armed response certificates with minimum three years’ experience.
• Implementation of a control room and operational procedures compliant with SAIDSA or similar standards.

Skills Requirements

Applicants must demonstrate:

• Experience in providing physical guarding services within a corporate environment for at least three years.
• Capability to manage and operate a fully functional control room and armed response unit.
• Ability to conduct patrols, monitor premises, and enforce access control in accordance with legal and FSCA policies.
• Provision of qualified security personnel with PSIRA Grade C or higher, armed response certification, and relevant experience.
• Competence in preparing operational plans, emergency procedures, and security reports.
• Capacity to supply and maintain necessary security equipment and vehicles.
• Ability to adhere to health and safety standards, including PPE provision and emergency response protocols.
