Objectives

The primary objective of this tender is to procure a comprehensive Occupational Health Medical Software solution that enhances employee health management systems. The solution aims to provide a centralized, secure, and user-friendly platform capable of automating routine processes, supporting compliance with occupational health regulations, improving data accuracy, and streamlining workflows within the Occupational Health department. It should facilitate efficient administration, real-time reporting, and integration with existing enterprise systems to address current limitations of fragmented manual or legacy systems.

Scope

The scope of work includes the provision, implementation, and support of an Occupational Health Medical Software solution that:

• Supports management of occupational health surveillance and employee medical assessments in compliance with South African legislation.
• Manages occupational health data such as medical records, health screenings, incident reporting, immunizations, and fitness assessments.
• Provides features like electronic health records (EHR), automation of processes, secure data management, and real-time analytics.
• Supports internal stakeholders including Occupational Health professionals, Human Resources, and Safety teams.
• Ensures compliance with relevant health and safety regulations, POPIA, and other legal requirements.
• Offers scalability, usability, accessibility (preferably web/cloud-based), and support services.

Technical Requirements

The software must meet the following minimum technical specifications:

• Support occupational health surveillance regulations and legal retention periods.
• Ensure data security with role-based access control, encryption at rest and in transit, and secure user authentication (2FA/MFA).
• Facilitate synchronization and integration capabilities with existing systems.
• Include management dashboards and automated reporting features.
• Be user-friendly for occupational health practitioners and administrative staff.
• Be scalable to accommodate future growth in employee numbers and additional modules.
• Preferably be web-based or cloud-based with remote secure access.
• Support privacy and data protection, including explicit consent mechanisms and transparent employee notifications.

Skills and Experience Requirements

The bidder must demonstrate:

• At least three years of proven experience in delivering Occupational Health Medical Software solutions.
• Ability to provide at least three contactable references for similar projects.
• Capability to develop and support a contingency plan ensuring operational continuity during disruptions.
• Compliance with South African occupational health regulations such as COIDA, Department of Labour Medical Surveillance requirements, and POPIA.
• Provision of certification or evidence supporting compliance with relevant legal and regulatory frameworks.
• Technical support, system updates, and training services, preferably with local support.
