Objectives

The primary objective of this tender is to procure, install, configure, and commission ten mobile handheld scanners for CTIA and ORTIA Cargo areas. The project aims to enhance operational efficiency, reduce congestion, and ensure continuous access control by replacing the single operational scanner at ORTIA Cargo, thereby minimizing operational disruptions and delays.

Scope

The scope of work includes:

• Procurement of ten (10) mobile handheld scanners.
• Installation, configuration, and integration of the scanners at both CTIA and ORTIA cargo sites.
• Commissioning of the scanners to ensure operational readiness.
• Provision of annual licensing for the scanners.
• 12 months maintenance and support post-installation.
• Support for associated systems such as Driver and Vehicle License Database and ENatis subscriptions.
• Ensuring scanners are available and operational at both sites to prevent operational disruptions.

Out of scope includes any work beyond the procurement, installation, licensing, and support of the specified scanners and associated systems.

Technical Requirements

• Ten mobile handheld scanners capable of 24/7 operation, designed for security and visitor management environments.
• Compatibility with existing access control systems, including driver’s license, vehicle disc scanning, SNIRP license plate recognition, and IVS cards.
• Integration with current systems for vehicle entry, exit, on-foot entry, and reporting functionalities.
• Provision of necessary subscriptions and database access for both sites.
• Functional testing, verification, and commissioning of each scanner.
• Provision of training for security and IT personnel, including user guides and system documentation.
• Maintenance plans covering preventative and corrective support, with detailed schedules and call-out procedures.

Skills and Experience Requirements

• Proven experience in delivering and maintaining cargo scanners or access control systems, with a minimum of 2 years’ relevant experience supported by reference letters or project support letters.
• Demonstrated capability in supporting and maintaining multiple cargo scanners or access control systems, including system integration with identity verification systems.
• Provision of qualified resources, including technicians and support staff, with detailed CVs and proof of deployment at multiple sites.
• Development of comprehensive maintenance and support plans, including routine checks, proactive maintenance, and response procedures.
• Ability to provide ongoing support, including licensing, system updates, and troubleshooting, for a minimum of 12 months post-installation.
• Compliance with security vetting and confidentiality requirements as specified by ACSA.
