Objectives

The primary objective of this tender is to procure and supply 10 diesel testing kits to Gamalakhe Community Health Centre (CHC). The kits are intended for testing water and paraffin contamination in diesel, utilizing SABS-approved technology to detect illicit mixing of diesel with biodiesel fractions. The procurement aims to ensure the availability of reliable testing equipment to support health and safety standards within the department.

Scope

The scope of the tender includes:

• Supply and delivery of 10 diesel testing kits to Gamalakhe CHC.
• The kits must meet specified detailed technical specifications, including size, packaging, and quality standards (SABS approved).
• Delivery to be completed within a specified period (typically 3-4 business days after award).
• Provision of necessary documentation, including compliance with specifications and quality standards.
• Adherence to health and safety precautions during delivery and handling.

Technical Requirements

The technical requirements for the diesel testing kits are as follows:

• Must be a pack of 10 diesel testing kits.
• Should utilize authentic breakthrough, antibody-based technology capable of recognizing illicit mixing of diesel with biodiesel fractions.
• Must detect the presence of paraffin mixed into diesel using blue markers, enabling inspectors to quantify illicit activity.
• All kits must be SABS approved and conform to the specified quality standards.
• Packaging must clearly indicate the contents and comply with specified packaging standards (e.g., 1 pack of 10).
• Samples may be required for testing and verification purposes.

Skills and Qualification Requirements

The tenderer must demonstrate:

• Proven experience in supplying diagnostic or testing kits, preferably with references to similar projects.
• Knowledge of health and safety standards related to the transportation and handling of chemical testing kits.
• Ability to provide compliant documentation, including SABS certification and quality assurance reports.
• Capacity to deliver within the stipulated timeframe and in accordance with health and safety protocols.
• Compliance with procurement policies, including preference points for Black-owned companies (at least 51% Black ownership).
