Objectives

The primary objective of this tender is to procure 5,000 packs of cardboard furniture, each consisting of one table and two chairs, for use in electoral stations. The furniture must meet specified quality, durability, and ergonomic standards to ensure functionality during election activities, including repeated handling and assembly at the point of use.

Scope

The scope includes the design, manufacture, packaging, and delivery of the cardboard tables and chairs to designated Electoral Commission warehouses across various provinces. The procurement covers:

• Production of 5,000 complete furniture packs (each with 1 table and 2 chairs)
• Packaging in protective cardboard boxes with appropriate labelling
• Delivery to specified warehouses by 28 August 2026 during working hours
• Compliance with quality, safety, and environmental standards, including recyclability

The contract is a one-time supply, with samples and written proposals required for evaluation prior to award.

Technical Requirements

The furniture must adhere to the following specifications:

Table

• Fully disposable, made of cardboard, and fully assembled at point of use
• Dimensions: approximately 1200mm x 600mm x 750mm (±10mm)
• Leg space: approximately 650mm (±50mm) under the tabletop
• Weight capacity: at least 75kg, with static load of 15kg at corners
• Durability: withstand at least five days of use, including standing up exertion

Chairs

• Made of cardboard, ergonomic, and capable of repeated lifting/movement
• Dimensions: seat height 450mm (±10mm), seat area 400mm x 400mm (±10mm), backrest height 900mm (±10mm)
• Weight capacity: at least 120kg
• Functionality: stable, undistorting, and functional over five days of use

Printing & Packaging

• Printing: in Electoral Commission blue, covering approximately one-third of the surface, including IEC logo and recycling symbol (30mm x 30mm)
• Packaging: each pack in a cardboard box labelled with contents and supplier details; bundles stacked on pallets (1000mm x 1200mm), strapped, and wrapped for transportation
• Maximum pallet height: 1500mm; maximum weight: 500kg

Skills and Requirements

• Proven experience in manufacturing cardboard furniture or similar products
• Ability to develop production strategies ensuring timely delivery and quality compliance
• Capacity to produce and deliver large quantities within specified timelines
• Capability to demonstrate printing and packaging quality as per specifications
• Establishment of quality control measures, including pre-delivery inspections and sample submissions
• Control over the production process with minimal subcontracting, unless justified and approved
• Ability to conduct due diligence audits and site inspections if required
• Compliance with environmental standards, including recyclability and proper disposal
• Effective logistics and delivery management to meet deadlines and warehouse requirements
