Objectives

The primary objective of this tender is to supply and deliver a Mobile Office Trailer that meets specified technical and functional requirements, ensuring suitability for operational use by City Power Johannesburg. The project aims to procure a fully equipped, branded, and compliant mobile office solution that incorporates necessary infrastructure, branding, and backup power systems.

Scope

The scope includes the supply, delivery, and installation of a mobile office trailer with specific features such as insulation, weatherproofing, branding, electrical and IT infrastructure, furniture, and auxiliary equipment. The project also involves providing relevant documentation for evaluation, ensuring compliance with technical and legal standards, and meeting the specified evaluation criteria.

Technical Requirements

• Structural: 2x4 meter insulated, weatherproof panels and doors, lockable generator compartment, detachable access staircases, full-length awning, and insulated flooring.
• Interior: Aluminium desks for client space, service workstation, aluminium chairs, fitted bar fridge, printer brackets, plug points, electrical and IT trunking, LED lighting, and audio-visual equipment including PA system.
• Power & Branding: Solar-powered roof panels with inverters, 5KVA backup generator, full vehicle branding including layout, design, and printing.
• Additional features: Inside and outside branding, full branding layout, and design, with provisions for electrical and IT connectivity.

Skills and Documentation Requirements

Proposals must include the following:

• Valid SARS tax clearance certificate (SARS PIN).
• Valid and certified B-BBEE certificate or sworn affidavit.
• Completed and signed MBD forms (MBD4, MBD6.1, MBD8, MBD9).
• Supplier’s CSD (Central Supplier Database) number.
• Municipal rates and taxes statement in the company or director’s name, not older than 3 months and not in arrears over 90 days.
• Valid CIPC registration documents.
• Certified ID copies of shareholders and directors.
• Reference letters for similar work done, with details of duration and contact persons.
• Wireman’s license for responsible electrician.
• 3D illustrations showing external branding and internal layout.

Evaluation Criteria

Technical Functionality (Minimum 75%)

Bidder must achieve at least 75% on technical functionality to be considered for further evaluation. Criteria include:

• Valid Wireman’s license (10 points).
• Submission of 3D illustrations (30 points).
• Reference letters for similar work (up to 10 points for 3 letters).

Total technical score: 100 points.

Additional Evaluation Factors

• Ownership and BBBEE status (maximum 20 points), including black women ownership, youth, persons with disabilities, and exempt micro enterprises.
• Compliance with legal and supply chain management practices, including declaration of interests and past conduct.
