Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver cleaning and hygienic services at the Enoch Sontonga Rehabilitation Centre in Buffalo City Metro for a period of three years. The aim is to ensure high-quality cleaning and gardening services that meet occupational health and safety standards, supporting a safe, hygienic, and well-maintained environment for staff, patients, and visitors.

Scope

The scope of work includes:

• Provision of comprehensive cleaning services across the entire facility, including offices, dormitories, toilets, kitchens, and outdoor areas.
• Provision of gardening and grounds maintenance, including lawn mowing, pruning, weed control, and tree/shrub trimming.
• Supply of all necessary cleaning and gardening equipment, materials, uniforms, and transport for staff.
• Cleaning services to be performed 7 days a week from 07h00 to 20h00.
• Regular waste management, pest control, and sanitary services, including servicing of sanitary bins and rodent bait stations.
• Compliance with health, safety, and environmental standards, including submission of health & safety plans and security vetting of staff.

Technical Requirements

The technical requirements include:

• Minimum of one year proven experience in cleaning and gardening services, supported by relevant contracts and client confirmation letters.
• Qualified management personnel with at least a matric certificate and management experience in cleaning services; CV and proof of qualifications to be submitted.
• Display of employee identification cards with company logo, employee name, and photo at all times on premises.
• Security vetting and confidentiality agreements for all staff.
• Adherence to Occupational Health & Safety Act (OHSA) 85 of 1993, including submission of health & safety and environmental plans within one month of contract award.
• Provision of uniforms, protective gear, and training for staff.
• Implementation of waste management, pest control, and hygiene protocols as specified in Annexure A.
• Compliance with all relevant legislation, including tax and procurement regulations.

Skills Requirements

The successful bidder must demonstrate:

• Experience in managing cleaning and gardening services at similar facilities, with supporting documentation.
• Management skills with a competent supervisor possessing good communication skills and relevant management experience.
• Skilled cleaning personnel capable of effective communication in English and local languages, with proper identification and security clearance.
• Knowledge of health and safety standards, waste management, pest control, and environmental policies.
• Ability to provide timely reports, maintain confidentiality, and ensure staff adherence to security protocols.
