Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive cleaning and hygienic services at Bhisho Child and Youth Care Centre in Buffalo City for a period of three years. The service aims to ensure a clean, safe, and hygienic environment within the facility, adhering to occupational health and safety standards, and maintaining high-quality sanitation standards suitable for a child and youth care setting.

Scope

The scope of work includes:

• Provision of cleaning and gardening services across the entire facility, including offices, dormitories, toilets, kitchens, and other designated areas.
• Supply of cleaning equipment, materials, garden tools, and transportation for staff.
• Daily cleaning tasks such as sweeping, mopping, dusting, waste removal, disinfecting toilets and surfaces, and cleaning kitchen appliances.
• Weekly, monthly, quarterly, and half-yearly maintenance activities including window cleaning, grass cutting, pest control, fumigation, deep cleaning, and waste management.
• Provision of sanitary and hygienic supplies, including soap, hand wash, hand cream, toilet paper, sanitary bins, and servicing of sanitary pads.
• Installation and maintenance of dispensers, bait stations, and rodent monitoring equipment.
• Adherence to health, safety, and environmental policies, including waste management and safety protocols for staff and occupants.

Technical Requirements

The technical requirements encompass:

• Proof of at least one year of experience in cleaning and gardening services, with supporting contracts and client letters.
• Qualified management personnel with a minimum of one year management experience and a matric qualification.
• Security vetting and confidentiality agreements for all staff.
• Provision of uniforms, identification cards, and protective gear for employees.
• Development and submission of health & safety plans compliant with Occupational Health & Safety Act (OHSA) 85 of 1993.
• Demonstrated financial capacity with supporting bank or financial institution letters.
• Compliance with sectoral wage determinations and employment standards.
• Subcontracting at least 30% of the contract value to emerging suppliers, cooperatives, or designated groups where applicable.
• Implementation of waste management, pest control, and environmental policies.

Skills Requirements

The successful bidder must demonstrate:

• Experience in managing cleaning and gardening services, with proven track records.
• Management personnel with good communication skills and relevant experience.
• Qualified and trained staff capable of operating cleaning equipment and handling hazardous materials safely.
• Ability to develop and implement health & safety, environmental, and waste management plans.
• Capacity to monitor and report on service delivery through monthly site reports signed off by the Centre Manager.
• Competence in maintaining confidentiality and security protocols within sensitive environments.
• Ability to employ and manage staff from local and emerging supplier groups, promoting empowerment and local economic development.
