Objectives

The primary objective of this tender is to establish a contract for the provision of cleaning, gardening, and hygiene services for the Gauteng Cluster on an as-and-when-required basis over a period of 3 years. The contract aims to ensure the delivery of quality environmental management and support Eskom’s operational needs while promoting local content, transformation, and skills development in line with national policies.

Scope

The scope encompasses:

• Provision of cleaning services across multiple Eskom sites within the Gauteng Cluster, including general cleaning, deep cleaning, high-level window cleaning, and sanitation.
• Provision of horticultural and gardening services such as lawn mowing, trimming, weeding, watering, refuse removal, and maintenance of flower beds and paved areas.
• Provision and maintenance of hygiene services, including supply and management of hygiene consumables and rental of hygiene equipment (toilets, dispensers, sanitisers, etc.).
• Management of environmental and safety compliance, including risk assessments, safety plans, and adherence to Eskom SHE specifications.
• Provision of trained personnel, safety equipment, PPE, and necessary materials for the duration of the contract.
• Implementation of environmental management, skills development, and transformation initiatives aligned with Eskom’s SDL& I strategy.

Technical Requirements

The technical requirements include:

• Compliance with Eskom’s SHE specifications, environmental policies, and safety standards.
• Adherence to ISO 9001 quality management standards and submission of relevant certification or documented compliance.
• Provision of a comprehensive SHE plan, risk assessments, safe work procedures, and incident management protocols.
• Implementation of a safety, health, and environmental management system, including regular audits, inspections, and reporting.
• Provision of qualified and competent personnel, including SHE officers, safety representatives, and trained workers.
• Compliance with legislative requirements such as COID, OHS Act, environmental laws, and Eskom’s safety policies.
• Provision of detailed work plans, method statements, and safe operating procedures for all activities.
• Management of PPE, tools, equipment, and materials in accordance with Eskom’s safety standards.
• Effective communication and training programs for workers and supervisors on SHE and environmental protocols.
• Environmental management including waste management, pollution control, and site rehabilitation.

Skills Requirements

The skills and qualifications required for tenderers and their personnel include:

• Proven experience in cleaning, gardening, and hygiene services, preferably within large industrial or utility environments.
• ISO 9001 certification or documented quality management system compliance.
• Qualified SHE officers and safety representatives with relevant training and certifications (e.g., OHS Act, SHE management systems).
• Competence in environmental management, risk assessments, and emergency response planning.
• Skills development capacity, including training of unemployed candidates, with documented plans for skills transfer and employment creation.
• Knowledge of legislative compliance, safety standards, and Eskom SHE specifications.
• Ability to develop and implement SHE plans, safe work procedures, and environmental management plans.
• Effective communication, reporting, and record-keeping skills for SHE and environmental compliance.
