  • Human Resources: Qualified personnel including a Project Manager, Site Manager, and Safety Officer, with relevant certifications, IDs, and SACPCMP registration.
  • Health and Safety: Certified Health and Safety personnel with valid SACPCMP registration and ISO 9001:2015 certification for construction services.
  • Plant and Equipment: Ownership or lease commitments supported by proof of ownership or lease agreements, with clear documentation from equipment providers.

Only bidders scoring 80 points or above in the functionality assessment will be considered responsive for further evaluation. The evaluation will also include preference points in accordance with the Preferential Procurement Regulation 2022.
