Objectives

The primary objective of this tender is to appoint 21 qualified contractors to undertake the Giyani Water Reticulation Phase 2A projects. The aim is to enhance water reticulation infrastructure across various areas within the Mopani District Municipality, ensuring the delivery of reliable water services through the construction and upgrading of water reticulation networks.

Scope

The scope encompasses the execution of 21 water reticulation contracts within the Giyani area, covering various localities such as Dokera, Hlomela, Makhuva, Mavalani, Mbatlo, Mbaula, Mountain View, Mninginisi, Mushiyani, Nsavulani, Nwadzekudzeku, Phlaubeni, Vuhehli, Xikhumba, and others. Each contract involves the construction, installation, and commissioning of water reticulation infrastructure over a period of 12 months, with a collective bid document including all 21 contracts and their respective BOQs.

Technical Requirements

• Provision of proof of CIDB contractor grading level suitable for the contract.
• Submission of certified copies of Workmen’s Compensation Certificate, company registration for VAT, and entity registration with CIPIC.
• Valid Tax Clearance Certificate issued by SARS.
• Authority to sign the bid, certified IDs of owners, and signed forms of offer.
• Statement of municipal rates and taxes or a letter from a traditional authority confirming non-arrears (not older than 3 months).
• Lease agreements or affidavits if operating from leased or non-owned property.
• Completion of all bid documentation, including updated CSD report, audited financial statements for the last three years, and relevant MBD forms.
• Functionality assessment based on reputation, experience, human resources, safety, ISO certification, and plant/equipment ownership.

Skills Requirements

• Reputation/Experience: Demonstrated experience in similar water infrastructure projects, with completed projects and signed completion certificates.
• Human Resources: Qualified personnel including a Project Manager, Site Manager, and Safety Officer, with relevant certifications, IDs, and SACPCMP registration.
• Health and Safety: Certified Health and Safety personnel with valid SACPCMP registration and ISO 9001:2015 certification for construction services.
• Plant and Equipment: Ownership or lease commitments supported by proof of ownership or lease agreements, with clear documentation from equipment providers.

Only bidders scoring 80 points or above in the functionality assessment will be considered responsive for further evaluation. The evaluation will also include preference points in accordance with the Preferential Procurement Regulation 2022.
