Objectives

The primary objective of this tender is to appoint 21 qualified contractors to undertake the Giyani Water Reticulation Phase 2A projects. The aim is to enhance water reticulation infrastructure across various contracted areas within the Mopani District Municipality, ensuring the delivery of reliable water services and infrastructure development.

Scope

The scope encompasses the execution of water reticulation works across 21 different contracts within the Giyani Water Reticulation Phase 2A projects for the 2025/26 financial year. The contracts involve construction and installation of water reticulation infrastructure, with durations of 6 to 12 months, depending on the specific contract. All contracts are to be completed within the stipulated period, with a comprehensive Bill of Quantities (BOQ) covering all 21 contracts included in a single bid document.

Technical Requirements

• Provision of proof of CIDB Contractor grading level appropriate for each contract.
• Submission of certified copies of Workmen’s Compensation Certificate, VAT registration, and entity registration with CIPIC.
• Valid Tax Clearance Certificate issued by SARS.
• Authority to sign the bid, certified ID copies of owners, and proof of municipal rates and taxes (not in arrears for more than 90 days) or a traditional authority letter if applicable.
• Signed and completed bid documents, including all amendments and initialed pages.
• Submission of an updated CSD report and audited or reviewed financial statements for the last three years.
• Provision of a certificate from an accredited accountant confirming financial standing.
• Filling out all required MBD forms.
• Demonstration of relevant experience through a list of similar completed projects, with attached completion certificates.
• Provision of CVs for key personnel (Manager, Site Manager, Safety Officer) in prescribed formats, with relevant qualifications and SACPCMP registration where applicable.
• Proof of ownership or lease agreements for key plant and equipment, with proof of ownership for leased equipment.
• Compliance with ISO9001:2015 certification for construction services.

Skills Requirements

• Reputation and Experience: Demonstrated experience in water infrastructure projects, including reinforced concrete water structures, sewage, sanitation infrastructure, and pump stations. Evidence through signed completion certificates.
• Human Resources: Qualified project managers, site managers, and safety officers with relevant certifications, SACPCMP registration, and CVs in prescribed formats.
• Health and Safety: Certified safety officers with appropriate health and safety qualifications.
• Plant and Equipment: Ownership or lease commitments with proof of ownership for machinery and equipment.
• Quality Management: Valid ISO9001:2015 certification for construction services.

Evaluation will be based on a functionality score out of 100 points, with a minimum threshold of 80 points for responsiveness. Bidders must demonstrate adequate experience, qualified personnel, safety compliance, and plant readiness to qualify for further evaluation.
