Objectives

The primary objective of this tender is to establish a Panel of Contractors with CIDB grading levels 4GB to 7GB, to facilitate the sourcing of construction services in a fair, transparent, competitive, and cost-effective manner. The panel aims to enable The Mvula Trust (TMT) to accelerate project delivery for various infrastructure works, including schools, health facilities, housing, and civil engineering projects, by pre-qualifying suitable contractors for future engagements.

Scope

The scope encompasses the selection and registration of qualified contractors to be part of the panel for a period of 36 months (3 years). It includes:

• Construction works across categories such as general building, civil engineering, and infrastructure projects.
• Completion of outstanding works for terminated contracts, if applicable.
• Participation in a rotational or rolling basis for project quotations and assignments.
• Provision of construction services on an "As and When Required" basis, based on TMT's invitations.

Technical Requirements

The technical requirements are divided into two evaluation stages:

Stage 1: Mandatory Requirements

• Valid Letter of Good Standing (COIDA) or equivalent.
• Valid Joint Venture Agreement (if applicable), signed by all parties, with evidence of joint venture capacity.
• Registration with CIDB in designated grades (4GB to 7GB).
• Proof of relevant experience, including project references, appointment letters, and completion certificates.
• Mandatory artisan trade test certificates for bricklayer, plumber, carpenter, and electrician.
• Supporting documentation stored on a clearly marked USB, matching hard copies.

Stage 2: Functionality Test

• Bidders must score a minimum of 70 points based on criteria such as track record, technical qualifications, artisan certifications, and local presence.
• Evaluation will consider project experience, key personnel qualifications, artisan skills, and local Limpopo Province presence.

Skills Requirements

The skills and personnel requirements include:

• Contracts Manager with at least 5 years’ experience in building works, holding relevant qualifications and CVs.
• OHS Officer registered with SACPCMP, with supporting CVs and certifications.
• Foreman with at least 3 years’ experience in building projects, with certified qualifications.
• Artisans such as bricklayers, plumbers, carpenters, and electricians with valid Trade Test Certificates and supporting CVs.
• Key personnel must be able to demonstrate relevant expertise, experience, and certification, with documents not older than three months at submission.
