Objectives

The primary objective of this tender is to provide Low Voltage (LV) maintenance and refurbishment services for Eskom's distribution network within the Gauteng Cluster on an "as-and-when" required basis over a period of three (3) years. The aim is to ensure the reliable, safe, and efficient operation of Eskom's LV network through scheduled and reactive maintenance, refurbishment, and associated activities.

Scope

The scope encompasses:

• Maintenance, refurbishment, and repair of LV poles, stays, structures, and associated infrastructure.
• Installation, replacement, and upgrading of LV conductors, hardware, and accessories.
• Cable trenching, road crossings, and associated civil works.
• Installation and maintenance of transformers, meters, kiosks, and related equipment.
• Breakdown and emergency repairs, dismantling, and removal of damaged assets.
• Work on underground cables, service connections, and high-risk kiosks.
• Compliance with safety, health, and environmental standards throughout all activities.

Technical Requirements

The technical requirements include:

• Adherence to Eskom's LV Network Maintenance and Refurbishment specifications.
• Development and implementation of comprehensive SHE (Safety, Health, Environment) plans aligned with Eskom and legislative standards.
• Preparation of detailed risk assessments, safe work procedures, and method statements for all activities.
• Provision of suitable PPE, tools, and equipment compliant with OHS standards.
• Effective management of contractors, including appointment, supervision, and compliance monitoring.
• Implementation of emergency preparedness, fire safety, and incident management protocols.
• Regular inspections, audits, and reporting to ensure SHE compliance and safety performance.
• Proper documentation, SHE files, and handover procedures at project completion.

Skills and Competency Requirements

The tender stipulates that contractors must demonstrate:

• Qualified and competent personnel, including construction managers, safety officers, and supervisors registered with SACPCMP or relevant bodies.
• Relevant experience in LV network maintenance, refurbishment, and civil works.
