Objectives

The primary objective of this tender is to appoint a qualified contractor to undertake the upgrading of underground medium voltage (MV) cables, designated as Phase 7, for the Greater Kokstad Local Municipality. The project aims to enhance the reliability, capacity, and safety of the municipal electricity distribution network by replacing or upgrading aging or undersized underground cabling infrastructure.

Scope

The scope of work encompasses the full upgrading of underground MV cables, including but not limited to:

• Supply, delivery, and installation of new medium voltage cables and associated accessories.
• Removal and safe disposal of existing redundant cables and related infrastructure.
• Excavation, trenching, and reinstatement of surfaces (pavements, roads, and public areas) as required.
• Termination, jointing, and testing of MV cables in accordance with relevant standards.
• Connection to existing switchgear, transformers, and other network components.
• Commissioning, testing, and documentation of the completed works.
• Compliance with all municipal by-laws, safety regulations, and Eskom/NRS standards.

The contract will be for a fixed period, with the works expected to be completed within a defined timeline as per the tender schedule. The project is part of the municipality's ongoing capital infrastructure renewal programme.

Technical Requirements

• CIDB Grading: Tenderers must hold a valid and active cidb contractor grading of 6EP or higher (i.e., 6EP, 7EP, 8EP, or 9EP). This indicates a minimum annual turnover and works capability in electrical engineering (EP) class.
• CSD Registration: Must be registered on the South African Central Supplier Database (CSD).
• Tax Compliance: Must have a valid SARS tax clearance (or be tax compliant) and be in good standing.
• Compliance: Tenderers must not be in the service of the state, nor listed on the National Treasury’s list of tender defaulters or restricted suppliers.
• Documentation: Tenders must be submitted on the official tender documentation provided. No emailed or late tenders will be accepted.
• Compulsory Clarification Meeting: A compulsory site clarification meeting is scheduled for 01 September 2026 at 11h00 at the Greater Kokstad Municipality, 75 Hope Street, Adam Kok III Building, Kokstad. Attendance is mandatory for tender validity.

Skills and Experience Requirements

• Proven Track Record: Demonstrable experience in the installation and upgrading of medium voltage (MV) underground cables, preferably in municipal or utility environments.
• Qualified Personnel: The contractor must employ qualified and experienced project managers, engineers, and certified cable jointers and testers.
• Safety Compliance: Must have a valid Safety, Health, Environmental, and Quality (SHEQ) management system, including a valid letter of good standing from the Compensation Fund or an approved equivalent.
• Financial Capacity: Ability to secure performance and advance payment guarantees as per the contract conditions.
• Local Knowledge: Familiarity with municipal regulations, service delivery requirements, and the local area will be an advantage.
