Tender Summary: Upgrading of Underground MV Cables – Phase 7

Objective

The Greater Kokstad Municipality invites bids from reputable service providers for the appointment of an electrical contractor to upgrade underground Medium Voltage (MV) cables. The project aims to replace faulty cables and complete the electrical ring network, thereby improving the reliability and capacity of the municipal electricity supply.

Scope of Work

The project involves the supply, installation, and commissioning of new 150mm² MV cables across three distinct segments:

• Segment 1: Replacement of approximately 4,012 meters (2,006m x 2) of faulty MV cable from the Main Substation to the Jimpayne Substation to complete the ring.
• Segment 2: Installation of approximately 700 meters of MV cable between the intersections of Hawthorne & Barclay and Hawthorne & Wylde Road.
• Segment 3: Installation of approximately 2,140 meters (1,070m x 2) of MV cable from the Central Substation to the Jimpayne Substation.

The successful bidder will be required to sign a formal contract (MBD7) and adhere to all conditions stipulated in the tender document, including the General Conditions of Contract (GCC) and the municipality's Supply Chain Management (SCM) policy.

Technical & Compliance Requirements

Bidders must meet the following mandatory requirements:

• CIDB Grading: Must hold a valid Construction Industry Development Board (CIDB) grading of 6EP or higher.
• Tax Compliance: Must have a valid Tax Compliance Status (TCS) certificate or be registered on the Central Supplier Database (CSD) with a valid PIN. Foreign suppliers must complete the pre-award questionnaire.
• Central Supplier Database (CSD): Must be registered on the CSD and submit a detailed CSD report as proof.
• Mandatory Documents: All required forms (e.g., MBD 1, MBD 4, MBD 6.1, MBD 8, MBD 9) must be completed in black ink, signed, and submitted. No correction fluid is permitted.
• Municipal Debt: Bidders must provide proof that the company and its directors do not owe municipal rates or services for a period longer than 90 days.
• ISO Certification: A certified copy of ISO 9001: Quality Management Systems certification is required.
• Compulsory Briefing: Attendance at the compulsory site briefing meeting is mandatory. Latecomers will not be admitted.

Skills & Experience Requirements

The evaluation will be conducted in a three-stage process. Stage 1 assesses functionality, requiring a minimum score of 60 points to proceed. The functionality criteria are:

• Company Experience (40 points): Proven track record in similar electrical infrastructure projects.
• Key Personnel (40 points): Qualifications and experience of the proposed project team, including project manager, site agent, and technical staff.
• Plant & Equipment (20 points): Availability and suitability of required construction plant and equipment.

Evaluation & Award Criteria

Following the functionality assessment, bids will be evaluated using the 80/20 preferential point system:

• Price (80 points): The lowest acceptable bid receives the maximum points.
• Specific Goals (20 points): Points are allocated for ownership and RDP goals:
  • Ownership (10 points): 5 points for businesses owned 50% or more by Black persons, and 5 points for businesses owned 50% or more by Black women (verified via CSD).
  • RDP Goals (10 points): 10 points for businesses located within the KwaZulu-Natal (KZN) province.

The contract will be awarded to the bidder with the highest total points, subject to compliance with all mandatory requirements. The municipality reserves the right not to accept the lowest or any bid.

• Health & Safety: The contractor must comply with the Occupational Health and Safety Act (Act No. 85 of 1993) and the Construction Regulations, including submitting a Health and Safety Plan.
• Environmental Management: The contractor must adhere to the Environmental Management Plan (EMP) for the construction phase, including waste management, erosion control, and site rehabilitation.
