Tender Summary

Objectives

The primary objective of this tender is to implement the Ward 19 reticulation upgrade construction as part of the Greater Mbizana Water Supply Phase 1B project. The initiative aims to rehabilitate and expand the local water distribution network to improve service reliability, reduce losses, and enhance potable water access for residents within the designated ward under the Alfred Nzo District Municipality.

Scope

The appointed main contractor will execute all activities related to the water reticulation upgrade, including but not limited to site establishment, excavation, pipeline installation, valve and fitting placement, backfilling, testing, flushing, commissioning, and final handover. The scope covers both civil and mechanical components necessary to modernize the existing distribution infrastructure. Any subcontracted portions must strictly align with the defined reticulation upgrade activities and comply with all municipal engineering specifications, quality standards, and regulatory requirements.

Technical Requirements

  • Contractors must possess a minimum CIDB contractor grading of 8CE or higher.
  • Bids must be prepared and submitted exclusively using the official tender documentation issued by the municipality; deviations will result in rejection.
  • Tenders must be physically delivered by the stipulated closing time. Emailed, faxed, or late submissions will not be considered.
  • All bids must adhere to municipal protocols regarding sealing, addressing, delivery, opening, and assessment procedures.
  • Proof of payment for tender documents must accompany the submission.
  • Attendance at a compulsory pre-bid clarification meeting is mandatory to qualify for evaluation.

Skills Requirements

Bidders must demonstrate proven capability in delivering medium-to-large scale water infrastructure projects. The required CIDB grading necessitates contractors with robust financial stability, advanced project management competencies, and specialized technical expertise in civil engineering, earthworks, and water supply systems. The employer expects suitably qualified professionals capable of planning, supervising, and executing complex reticulation upgrades while maintaining strict adherence to health, safety, environmental, and quality assurance standards.

Explanation of Key Terms

  • CIDB 8CE Grading: A South African Construction Industry Development Board classification that certifies a contractor's capacity to undertake high-value civil engineering projects. The "8" indicates substantial financial and managerial capacity, "C" denotes civil engineering specialization, and "E" specifies expertise in water supply, sanitation, and earthworks.
  • Reticulation Upgrade: Refers to the systematic replacement, extension, or rehabilitation of the pipe network that distributes treated water from treatment facilities to end users. Upgrades typically involve trenching, laying new pipelines, installing control valves, replacing aging assets, and optimizing hydraulic performance.
  • Compulsory Clarification Meeting: A mandatory pre-submission session where the employer outlines project expectations, clarifies technical specifications, and addresses bidder queries. Attendance ensures bidders fully understand compliance requirements and reduces the risk of non-conforming submissions.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
