Scope

The contract covers a once-off supply of 10,000 units of 240-litre clear plastic bags. These bags are specifically intended for lining external waste containers and general waste bins situated within clinical areas. The supplier is responsible for delivering all goods to the hospital premises, with all transportation, handling, and insurance costs fully incorporated into the quoted price. The quotation remains valid for 90 days, and pricing must be firm for the duration of the contract. Delivery timelines must be clearly stated, and expired or second-hand products are strictly prohibited.

80/20 Preference Point System: Evaluation uses a weighted scoring model where 80 points are allocated to competitive pricing and 20 points to socio-economic transformation. Full points are awarded exclusively to enterprises that are at least 51% owned by Black women, in line with national procurement legislation aimed at economic inclusion.

Prime Interest Rate Penalty Clause: Late deliveries trigger automatic financial deductions calculated daily using the prevailing prime lending rate. This penalty applies until goods are delivered or services rendered, incentivising strict adherence to delivery schedules.

SBD Declaration Forms: Standardised government templates. SBD4 requires bidders to disclose any personal, familial, or business ties with Department of Health officials to prevent conflicts of interest. SBD6.1 is used to claim transformation preference points, requiring sworn affidavits or BBBEE certificates as proof.

Performance Security & Restriction Penalties: Successful suppliers may be required to submit a bank guarantee or certified cheque to guarantee contract execution. Breaches such as fraudulent bidding, collusive practices, or repeated defaults can result in immediate contract termination and a prohibition from participating in any public sector procurement for up to ten years.
