Tender Summary

Objectives

The primary objective of this tender is to appoint a qualified and compliant contractor to deliver an annual maintenance and servicing programme for medium voltage (MV) and low voltage (LV) switchgear installations. The aim is to ensure operational reliability, regulatory compliance, personnel safety, and optimal performance of critical electrical distribution infrastructure supporting water utility operations.

Scope of Work

The scope covers the annual service contract for MV and LV switchgear systems. It includes routine visual and mechanical inspections, preventive maintenance, functional testing, protective device calibration, fault diagnostics, corrective repairs, and performance reporting. Detailed task specifications, deliverables, and performance benchmarks are contained within the official tender documentation.

Technical Requirements

  • CIDB Contractor Grading: Tenderers must possess a minimum Construction Industry Development Board (CIDB) grading of 2EP or higher.
  • Mandatory Site Briefing: Attendance at a compulsory site briefing is a strict eligibility criterion. Tenderers must secure and submit a signed official briefing session/tender inspection certificate.
  • Submission Protocols: All tenders must be compiled exclusively on the official tender documentation. Strict compliance with prescribed methods for sealing, addressing, physical delivery, and submission deadlines is required. Late submissions will be automatically disqualified.
  • Preference Allocation: Preference points will be awarded to qualifying tenderers who meet the 2EP grading threshold.

Skills Requirements

Although the tender notice does not list granular competency frameworks, effective contract execution inherently demands:

  • Certified electrical engineers and licensed technicians with proven experience in MV/LV distribution systems.
  • Competence in switchgear testing methodologies, including insulation resistance, continuity, earth loop impedance, and protective relay verification.
  • Working knowledge of applicable South African National Standards (SANS), electrical safety regulations, and utility-specific lockout/tagout procedures.
  • Project coordination skills to schedule maintenance activities with minimal disruption to essential water supply services.

Key Terminology Explanation

  • MV/LV Switchgear: Refers to Medium Voltage (typically 1 kV to 36 kV) and Low Voltage (below 1 kV) electrical assemblies used to control, protect, and isolate power circuits. Annual servicing prevents unexpected failures and extends asset lifespan.
  • CIDB Grading 2EP: A South African construction industry classification indicating a contractor’s financial turnover and managerial capacity to execute electrical engineering projects valued up to R10 million. The “EP” designation specifically applies to Electrical Engineering works.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
