Tender Summary

Tender Summary: Safe Plus Incomer Breaker SF6 Re-gas

Objectives

The primary objective is to safely restore and maintain the operational integrity of SF6-insulated incomer circuit breakers within the Safe Plus electrical infrastructure. The work aims to ensure reliable power distribution, compliance with electrical safety standards, and optimal insulation performance through controlled re-gassing and testing procedures.

Scope

The project encompasses the complete re-gassing lifecycle for designated incomer breakers. Key activities include:

  • Safe isolation, preparation, and access to electrical equipment
  • Recovery of existing SF6 gas and system evacuation
  • Purging and refilling with certified SF6 gas to manufacturer specifications
  • Post-refill pressure verification, leak detection, and functional commissioning
  • Quality assurance documentation and formal handover

Eligibility is restricted to contractors who hold a minimum CIDB grading of 1EP and have attended the compulsory site briefing.

Technical Requirements

  • Compliance with national electrical safety codes and high-voltage maintenance standards
  • Utilization of calibrated, certified SF6 gas handling, recovery, and filling equipment
  • Execution of dielectric withstand tests, contact resistance measurements, and operating mechanism checks post-maintenance
  • Demonstration of gas purity analysis and moisture content verification
  • Strict adherence to environmental regulations governing SF6 gas capture, recycling, and disposal
  • Submission of comprehensive method statements, risk assessments, and quality control plans

Skills Requirements

  • Valid CIDB contractor grading of 1EP or higher
  • Employment of qualified electrical engineers and artisans with proven experience in HV switchgear maintenance
  • Certified personnel specifically trained in SF6 gas handling, recovery, and safe re-gassing procedures
  • Proficiency in circuit breaker testing, calibration, and fault diagnosis
  • Mandatory attendance at the compulsory site briefing, with signed proof of participation required for submission

Explanation of Unusual or Specialized Terms

SF6 (Sulfur Hexafluoride): A dense, non-flammable gas used as an electrical insulator and arc-quenching medium in high-voltage switchgear. It requires specialized handling due to its high global warming potential and the risk of forming toxic decomposition products when exposed to electrical arcs.

Incomer Breaker: The main circuit breaker that receives incoming power from a utility or generation source and distributes it to downstream feeders. It provides critical protection against overloads, short circuits, and earth faults.

Safe Plus: Refers to a specific electrical protection, control, or infrastructure framework. Maintenance activities must align with its standardized operational parameters to ensure system compatibility and safety.

CIDB Grading 1EP: A South African Construction Industry Development Board classification. The '1' denotes the financial capacity tier, 'E' specifies electrical works, and 'P' indicates eligibility for preferential procurement points. Contractors must meet or exceed this threshold to qualify.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
