Objectives

The Greater Giyani Municipality aims to modernise public infrastructure, strengthen emergency response capacity, and establish a forward-looking urban mobility framework. The procurement seeks to deliver high-quality refurbishment works, procure specialised disaster management equipment, and commission strategic transport planning to support sustainable municipal development.

Scope of Work

• Refurbishment of the New Information Centre Buildings – Phase 1 (Higher Centre): Structural and finishing upgrades to municipal information facilities.
• Refurbishment of the Old Civic Centre Building – Phase 2 (Higher Centre): Renovation and modernisation of existing civic administration spaces.
• Refurbishment of Combi Courts at Shivulani Sports Centre: Rehabilitation of multi-purpose recreational courts to enhance community sports access.
• Supply and Delivery of Heavy-Duty Water Vacuum Pumps and Industrial Pipes: Procurement and logistics of robust pumping systems and suction/discharge piping for the Disaster Management Unit.
• Development of a Comprehensive Integrated Transport Plan (ITP): Consultancy services to design a cohesive, data-driven transport network aligned with municipal growth, accessibility, and sustainability targets.

Technical Requirements

• Completion of the MBD 4 declaration form is mandatory; false or incomplete submissions will result in disqualification or potential blacklisting.
• All bids must be physically delivered in sealed envelopes clearly labelled with the bid number, project title, and bidder address. Electronic, telegraphic, or faxed submissions are strictly prohibited.
• Bidders must submit verifiable documentation proving compliance with specific socio-economic procurement goals, including Central Supplier Database (CSD) reports, certified identification, and relevant disability certificates.
• Construction-related contracts require adherence to prescribed contractor grading thresholds to ensure technical competency and financial capacity.
• Written inquiries or clarification requests must be submitted at least five days before the closing deadline.

Skills Requirements

• Construction & Refurbishment Contractors: Demonstrated experience in civil engineering, building renovations, and sports facility upgrades, with proven project management and quality assurance capabilities.
• Equipment Suppliers: Ability to source, warehouse, and deliver industrial-grade vacuum pumps and heavy-duty piping systems that meet municipal disaster response specifications.
• Transport Planning Consultants: Expertise in urban mobility analysis, policy development, stakeholder consultation, and integrated transport strategy formulation.
• Compliance & Administrative Competence: Proficiency in municipal procurement processes, B-BBEE documentation, accurate form completion, and strict adherence to submission protocols.

• 80/20 Evaluation Criteria: A standard South African preferential procurement model where 80 points are awarded for price competitiveness and 20 points are allocated to specific socio-economic goals (previously disadvantaged individuals, youth, women, persons with disabilities, and local participation).
• CIDB Grading (2GB/3GB PE): Refers to the Construction Industry Development Board’s contractor registration categories. Grades 2GB and 3GB indicate competency levels for general building works, while PE denotes that Professional Engineer supervision is required for technically complex structural elements.
• MBD 4 Form: A statutory municipal bid declaration used to verify bidder eligibility, financial stability, and compliance with legal and ethical procurement standards. Inaccurate declarations trigger severe administrative and legal consequences.
