Objectives

The primary objective of this tender is to appoint a service provider for the supply and delivery of municipal black refuse bags to Greater Kokstad Municipality for a period of 36 months. The aim is to ensure a consistent and reliable supply of refuse bags to support municipal waste management services.

Scope

The scope of work includes the procurement, supply, and delivery of municipal black refuse bags as specified in the bid document. The service provider must ensure timely delivery to meet the municipality's operational requirements over the contract period.

Technical Requirements

• Supply and delivery of black refuse bags in accordance with municipal specifications.
• Timely and reliable delivery to the designated municipal premises.
• Compliance with all relevant standards and regulations related to refuse bag quality and safety.
• Submission of required documentation for verification of specific goals, including ownership and local business promotion.

Skills and Qualification Requirements

• Demonstrated company experience in supplying similar products, with a scoring of at least 30 points on functionality assessment.
• Ability to provide detailed CSD (Central Supplier Database) documentation to verify ownership structures, particularly for black ownership and black women ownership.
• Capability to promote and supply products from businesses located within Kokstad to meet RDP goals.
• Compliance with procurement procedures and submission of all necessary documentation to claim preference points.
• Understanding of the evaluation process based on the 80/20 point system, emphasizing price competitiveness and specific goals achievement.
