Tender Summary

Objectives

The primary objective is to execute building alterations and reconfigure the internal office layout at the Mossel Bay Municipality Main Building to enhance operational efficiency, optimize workspace functionality, and align the facility with current municipal administrative needs.

Scope

The project encompasses comprehensive interior modifications to the existing municipal main building. Work includes structural and non-structural alterations, partition installation, flooring and ceiling upgrades, electrical and mechanical system adjustments, and spatial reorganization to create a modern, compliant, and functional office environment.

Technical Requirements

  • Contractors must hold a minimum Construction Industry Development Board (CIDB) grading of 1GB.
  • Attendance at a compulsory site and information meeting is mandatory; failure to attend renders the bid non-responsive.
  • Strict adherence to meeting start times is enforced; late arrivals require prior notification and explicit permission from the chairperson and attendees.
  • Tenders must be prepared using official tender documentation, correctly sealed, addressed, and physically delivered by the stipulated deadline.
  • Late submissions and electronically transmitted bids are strictly prohibited.
  • All procedures regarding sealing, addressing, delivery, opening, and assessment must comply with the prescribed tender guidelines.

Skills Requirements

While specific skill sets are not itemized, the mandatory 1GB grading indicates that the contractor must demonstrate advanced project management capabilities, extensive experience in large-scale commercial refurbishments, proficient trade supervision, and the capacity to coordinate multidisciplinary teams. Contractors must possess qualified supervisors, certified artisans, and robust health, safety, and quality assurance protocols suitable for working within occupied municipal buildings.

Explanation of Unusual or Complicated Terms

  • CIDB Grading 1GB: A South African regulatory classification that certifies a contractor’s financial stability, historical turnover, and technical competence to undertake high-value, complex construction projects. It ensures the bidder has sufficient resources, managerial depth, and risk management frameworks for major building alterations.
  • Non-Responsive Bid: A formal procurement term denoting a submission that fails to meet mandatory administrative or procedural requirements. Such bids are immediately disqualified and excluded from technical or financial evaluation.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
