Tender Summary

Objectives

The primary objective is to execute building alterations and reconfigure the internal office layout within the Mossel Bay Municipality Main Building. The project aims to optimise workspace functionality, improve operational workflow, and ensure the facility aligns with current municipal service delivery requirements.

Scope

The project involves comprehensive interior modifications to the existing municipal building. Key activities include:

  • Demolition and construction of internal partitions and walls to redefine office zones.
  • Relocation and installation of fixed furniture, cabinetry, and built-in fittings.
  • Adjustments to electrical, lighting, data cabling, and mechanical systems to support the new configuration.
  • Flooring, ceiling, and finishing works to complete the internal transformation.
  • Execution of all works in compliance with applicable building regulations, municipal specifications, and occupational health and safety standards.

Technical Requirements

  • CIDB Contractor Grading: Bidders must hold a minimum Construction Industry Development Board grading of 1GB or higher.
  • Compulsory Meeting: Attendance at a mandatory site and information meeting is required. Failure to attend will result in the bid being classified as non-responsive.
  • Submission Protocol: Tenders must be completed on official municipality documentation, correctly sealed, addressed, and physically delivered by the stipulated deadline. Electronic submissions or late entries will be rejected.
  • Regulatory Compliance: All construction activities must adhere to South African National Standards (SANS), municipal bylaws, and site-specific safety protocols.

Note on CIDB Grading: The Construction Industry Development Board (CIDB) grading system classifies contractors based on financial capacity, project experience, and technical capability. A 1GB rating indicates eligibility for building projects valued up to approximately R10 million, ensuring the contractor possesses adequate resources and expertise for medium-scale construction and interior alteration works.

Skills Requirements

While the tender notice does not provide an explicit skill matrix, the mandated CIDB 1GB grading implies stringent competency expectations. Successful contractors must demonstrate:

  • Qualified project management personnel capable of coordinating complex interior refurbishments in an active municipal environment.
  • Certified artisans across relevant trades, including electrical, plumbing, carpentry, plastering, and painting.
  • Proven experience in executing similar building alterations with minimal disruption to ongoing municipal operations.
  • Thorough knowledge of local regulatory frameworks, supply chain compliance, and quality assurance procedures.
  • Adequate health and safety oversight, including appointed site agents, risk assessments, and emergency protocols tailored to occupied buildings.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
