Objectives

The primary objective of this tender is to procure waste collection, disposal, and related services within the Matatiele CBD area. The aim is to ensure efficient, compliant, and environmentally responsible waste management through a qualified and experienced service provider.

Scope

The scope of work includes:

• Provision of waste collection, transportation, and disposal services in the Matatiele CBD and surrounding areas.
• Supply and maintenance of necessary equipment and consumables, including waste bins, PPE, and tools.
• Effective supervision, reporting, and compliance with municipal standards.
• Daily cleaning, sweeping, weed removal, grass cutting, and waste disposal activities across specified locations within the CBD.
• Provision of staffing, vehicles, and tools to ensure continuous service over a period of three years.

Technical Requirements

The technical requirements include:

• Availability of roadworthy compactor trucks and all necessary working tools at appointment.
• Provision of a supervisor on-site daily and adherence to specified cleaning and waste collection schedules.
• Use of approved waste disposal methods, ensuring waste is transported to permitted landfill sites without spillage or environmental harm.
• Compliance with health, safety, and environmental standards, including PPE for staff and insurance coverage.
• Provision of monthly reports, incident reports, and proof of payment of staff salaries and municipal services.
• Adherence to specified timeframes, including commencement within 10 working days of appointment and service delivery over three years.

Skills and Capacity Requirements

The bidder must demonstrate:

• Experience in waste collection and disposal projects, supported by references and previous project documentation.
• Qualified personnel, including a full-time supervisor/manager with relevant experience and CVs.
• Registration with the Institute of Waste Management of Southern Africa (IMWSA) or proof of ongoing registration.
• Availability of suitable, roadworthy vehicles and equipment.
• Financial stability, evidenced by proof of municipal account payments and insurance coverage.
• Capacity to provide sufficient staffing during peak periods, with proof of employment and salary payments aligned with South African wages.
• Commitment to ethical practices, including adherence to the municipality’s ethics and anti-corruption policies.
