Tender Summary

Objectives

The primary objective is to ensure the continuous, reliable operation of mechanical systems at the Paarl Path Laboratory and TC Newman facilities through structured routine maintenance, servicing, and repairs over a 24-month contract period. The initiative aims to uphold health infrastructure standards, minimize equipment downtime, and guarantee compliance with provincial safety and operational regulations.

Scope

The contract encompasses comprehensive maintenance, servicing, and repair of mechanical systems across both designated sites. Work includes preventive and corrective interventions for HVAC and refrigeration units, alongside general mechanical system upkeep. Service delivery requires on-site execution supported by a dedicated regional workshop located within the Western Cape. The agreement spans 24 months from commencement, with strict adherence to official tender documentation and submission protocols. Unaccepted submissions include emailed or late deliveries, and failure to attend the mandatory site meeting results in immediate disqualification.

Technical Requirements

  • Contractor must hold a CIDB grading of 2ME or higher.
  • Classification under the ePS framework must align with commodity code 2ME.
  • Company must be SARS tax-compliant at the tender closing date.
  • A physical workshop capable of supporting mechanical and refrigeration maintenance must be established within the Western Cape.
  • All tenders must utilize officially issued documentation, including the Bill of Quantities (BOQ) and technical specifications.
  • Attendance at the compulsory site meeting is mandatory; tardiness leads to disqualification.

Terminology Notes:

  • CIDB 2ME: Refers to the Construction Industry Development Board’s contractor grading system, specifically denoting Grade 2 eligibility for Mechanical Engineering Works, covering medium-scale mechanical installations and maintenance.
  • ePS Commodity 2ME: An electronic supply chain management classification for mechanical engineering services, ensuring standardized vendor categorization and procurement tracking.
  • SAQCC Category B6: Denotes a specialized certification for air conditioning and refrigeration practitioners, validating competency in installation, servicing, and repair of commercial HVAC systems under South African regulatory standards.
  • BOQ: Bill of Quantities, a detailed document itemizing materials, labor, and costs required for the project, serving as the baseline for pricing and execution.

Skills Requirements

  • The tenderer must employ or formally register a Category B6 SAQCC-certified Air Conditioning & Refrigeration Practitioner under the company’s legal name.
  • Technical staff must demonstrate proven expertise in mechanical system diagnostics, preventive maintenance, and corrective repairs aligned with 2ME grading standards.
  • Operational capacity must include workshop management, parts sourcing, and logistical coordination within the Western Cape region.
  • Administrative competence in preparing compliant tender submissions, interpreting BOQs, and adhering to statutory tax and procurement regulations is essential.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
