Objectives

The primary objective is to appoint a qualified contractor to deliver routine maintenance, servicing, and repair of mechanical systems across the George Pathology Laboratory, George EMS, and George Clinics facilities over a fixed twenty-four-month contract period.

Scope

The contract encompasses the comprehensive upkeep, preventive maintenance, fault diagnosis, and corrective repair of all mechanical systems within the designated healthcare facilities. The work aims to ensure uninterrupted, safe, and compliant facility operations throughout the term.

Technical Requirements

• Contractors must hold a CIDB grading of 2ME or higher.
• Compliance with the ePS Commodity classification 2ME is mandatory.
• A registered office and operational workshop must be situated within a 100-kilometre radius of the George Pathology Laboratory.
• Tenderers must submit printed copies of the official tender documentation, inclusive of the Bill of Quantities and technical specifications, to the compulsory site meeting.
• Financial tax compliance with the South African Revenue Service must be verified on the tender closing date.
• Late submissions or electronically filed tenders will be strictly rejected; only physical submissions using the officially issued documentation are acceptable.

Skills Requirements

• The successful tenderer must employ a Category B6 SAQCC Air Conditioning & Refrigeration Practitioner.
• This practitioner must possess a minimum of five years of practical experience specifically in servicing and repairing air conditioning and ventilation systems.
• The practitioner must be formally registered under the tendering company’s legal name.

• CIDB Grading (2ME): The Construction Industry Development Board contractor grading system categorises firms by financial and operational capability. Grade 2ME indicates competence in medium-scale mechanical engineering works, ensuring the contractor can manage the required HVAC and mechanical infrastructure projects.
• ePS Commodity 2ME: The electronic Procurement System commodity code aligns with CIDB classifications. It designates the specific procurement category for mechanical engineering works, used for supplier registration, budgeting, and tender evaluation.
• SAQCC Category B6: Certification from the South African Qualifications Authority for Cooling and Refrigeration. Category B6 denotes a licensed practitioner authorised to install, maintain, and repair commercial and industrial air conditioning and refrigeration equipment, ensuring compliance with national health, safety, and environmental regulations.
• BOQ (Bill of Quantities): A detailed contractual document itemising all materials, components, labour hours, and tasks required for the project. It provides a standardised basis for pricing, cost control, and progress measurement.
