Tender Summary

Objectives

The primary objective is to engage a qualified contractor to deliver maintenance, servicing, and repair services for an existing HVAC unit at the Justice Verulam Magistrate Court. The goal is to ensure reliable climate control, operational efficiency, and compliance with health and safety standards throughout the contract period.

Scope

The contract encompasses the comprehensive service and repair of one HVAC unit for a fixed duration of three months. Work includes diagnostic troubleshooting, routine preventive maintenance, fault rectification, and replacement of defective components as necessary to restore or sustain full system functionality on-site.

Technical Requirements

  • Contractors must possess a minimum CIDB contractor grading of 1ME or higher.
  • A mandatory physical site inspection must be conducted prior to submission. Bidders must complete and jointly sign a Site Inspection Form with the facility representative; failure to do so results in automatic disqualification.
  • Tender submissions must include a fully completed SBD 3.1 Pricing Schedule (Firm Price) alongside fully priced Bills of Quantities.
  • All tender documents must be prepared without the use of correction fluid.
  • Valid proof of SAQCC registration for all air-conditioning technicians and artisans must be attached to the quotation.

Skills Requirements

  • All technicians and artisans deployed to the site must be authorised Gas Practitioners.
  • Personnel must hold current, legible, and verifiable SAQCC registration cards or certificates specifically for Gas on Air Conditioning.
  • Credentials will be verified during evaluation; expired, illegible, or unverifiable certificates will render the bid non-responsive.

Specialised Terms & Conditions

CIDB 1ME: Refers to the Construction Industry Development Board’s contractor grading framework. The “1” indicates a foundational capacity tier, while “ME” denotes Mechanical Engineering works. This grading verifies that the contractor has sufficient financial turnover and technical capability to execute the project safely and efficiently.

SAQCC: The South African Qualifications Certification Committee is the statutory regulatory body that registers and certifies gas practitioners. Compliance ensures that all HVAC-related gas handling adheres to national safety protocols and competency standards.

SBD 3.1: A standard government bidding document form used to capture firm pricing structures. It ensures transparent, consistent, and comparable cost evaluation across all competing tenders.

Site Inspection Form: A mandatory pre-bid verification requirement requiring physical assessment of the installation environment. Joint sign-off with facility staff confirms the bidder understands site-specific conditions, access constraints, and scope limitations before submitting pricing.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
