Tender Summary

Tender Summary: Service and Repairs of HVAC Unit

Objectives

The primary objective is to appoint a qualified contractor to deliver comprehensive servicing and repair services for an HVAC unit at the Justice Verulam Magistrate Court. The appointment aims to maintain optimal climate control functionality, ensure regulatory compliance, and guarantee uninterrupted court operations throughout the contract period.

Scope

  • Execution of preventive maintenance, fault diagnosis, and corrective repairs for the designated HVAC unit.
  • Contract duration is strictly limited to three (3) months.
  • Mandatory pre-bid site inspection: Bidders must physically inspect the site, complete the official inspection form, and obtain a signature from a facility representative. Non-compliance results in immediate disqualification.
  • All works must adhere to the standard Conditions of Tender, municipal bylaws, and applicable health and safety legislation.

Technical Requirements

  • CIDB Grading: Tenderers must possess a minimum Contractor Grading of 1ME or higher.
  • Pricing Documentation: Submission of a fully priced Bill of Quantities (or complete tender package) alongside a completed SBD 3.1 Pricing Schedule reflecting a firm price.
  • Submission Protocol: Tenders must be prepared on official documentation, properly sealed, correctly addressed, and delivered by the stipulated closing date and time. Emailed or late submissions are explicitly rejected. Correction fluid is prohibited.
  • Certification Compliance: Every quotation must attach valid proof that all deployed technicians or artisans hold a current SAQCC registration card or certificate for gas handling on air-conditioning systems. Documents must be legible, current, and verifiable.

Skills Requirements

  • Technicians and artisans must be authorised Gas Practitioners actively registered with the SAQCC framework specifically for air-conditioning applications.
  • Personnel must demonstrate proven competency in commercial HVAC diagnostics, refrigerant management, compressor servicing, and electrical component repair.
  • Staff must operate in strict adherence to national gas safety codes, environmental refrigerant handling regulations, and occupational health standards.

Key Terminology & Clarifications

  • CIDB 1ME Grading: A South African Construction Industry Development Board classification indicating contractors eligible to execute projects valued up to R15 million. This ensures the appointed entity has sufficient financial turnover, plant, and managerial capacity.
  • SAQCC Registration: Refers to the South African Qualifications Certification Committee, the statutory regulatory body for gas practitioners. Mandatory registration verifies that personnel meet nationally recognised technical, safety, and environmental standards for handling pressurised gases and refrigerants.
  • SBD 3.1: A standard government bidding form used to capture structured pricing data. It ensures transparent, comparable, and auditable cost evaluation across all competing bids.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
