The primary objective is to engage a qualified contractor to deliver comprehensive service, maintenance, and repair of all heating, ventilation, and air conditioning (HVAC) systems at the Justice: Durban High Court. The contract aims to ensure optimal climate control, regulatory compliance, equipment longevity, and uninterrupted judicial operations over a fixed three-month period.

Scope

The scope encompasses end-to-end HVAC management for the specified facility, including routine preventive maintenance, fault diagnosis, corrective repairs, component replacement, system optimisation, and emergency interventions. The engagement is strictly time-bound to three months, requiring immediate mobilisation, continuous on-site presence, and rapid response capabilities to maintain court operational standards.

Technical Requirements

• Contractors must hold a minimum Construction Industry Development Board (CIDB) grading of 1ME or higher.
• Preference is exclusively awarded to bidders meeting the 1ME grading threshold.
• Bidders must submit the SBD 3.1 pricing schedule declaring firm, fixed prices; variable or estimated pricing will not be accepted.
• A mandatory pre-bid site inspection is required. The completed and signed Inspection Site Form, endorsed by a facility representative, must be included with the tender. Failure to conduct the inspection results in automatic disqualification.
• Tenders must be submitted using the official tender documentation issued by the employer. Late submissions or electronically filed bids will be rejected.
• All submissions are subject to strict compliance verification during the evaluation phase.

Skills Requirements

• Bidders must demonstrate employment of qualified mechanical field artisans or technicians.
• A minimum of two (2) employed artisans or technicians must hold valid, current, legible, and verifiable SAQCC gas certification specifically for air conditioning refrigerant handling.
• Proof of SAQCC registration must be submitted alongside the quotation. Missing or expired certificates render the bid non-responsive.
• Personnel must be legally authorised gas practitioners capable of safely managing pressurised refrigerant gases in compliance with national occupational health, safety, and environmental standards.
